Focus on work management for non-professional staff
(Baonghean.vn) - This is the requirement that the Interdisciplinary Inspection Team on Discipline and Administrative Discipline of Nghe An province set out after a surprise inspection at a number of communes in Tuong Duong and Ky Son districts on June 5.
In Tuong Duong district, the inspection team suddenly inspected the communes of Tam Quang, Xa Luong, Luu Kien and Hoa Binh town.
Through inspection, the interdisciplinary inspection team assessed that communes and towns have issued working regulations for the 2016-2021 term; regulations on office culture, internal spending, public reception, and one-stop shop operations.

The People's Committees of communes have assigned tasks to civil servants in writing. The awareness and sense of responsibility for performing public duties of cadres and civil servants have changed positively; communes manage the working time of cadres and civil servants by using timekeeping.
However, the inspection team also pointed out some limitations of the localities such as: some contents of working regulations and work programs of the Commune People's Committee were not fully implemented; tasks were not assigned in writing to non-professional workers; some administrative procedures were not fully listed in all fields.

Xa Luong and Luu Kien communes have arranged offices for the one-stop shop, but the facilities do not meet the requirements; they have not fully arranged the fields required to handle administrative procedures at the one-stop shop according to regulations.
The inspection team requested localities to supplement and complete the commune's working regulations; announce the on-duty time, fields, and posting procedures of the one-stop shop for people to know; assign and manage work for non-professional staff.

On the same day, the province's interdisciplinary inspection team conducted a surprise inspection of administrative discipline compliance at the People's Committee of Ky Son district.
At the time of the inspection at 4:30 p.m., at the offices of the District People's Committee, civil servants complied with the regulations on working hours. The District People's Committee and the offices and departments have reviewed and revised the regulations, working procedures, and assigned tasks.
According to the assessment of the interdisciplinary inspection team, Ky Son district has implemented measures to overcome the limitations and shortcomings that the 2017 administrative discipline and discipline inspection team concluded.
The district organized a surprise inspection team to inspect the compliance with discipline and administrative order in 4 communes: Na Ngoi, Bao Thang, My Ly and Nam Can.

A common problem in Ky Son district today is that the one-stop shop has not met the requirements. 7/21 communes and towns in the district have one-stop shop offices but they do not meet the standards; currently, 14 communes have not arranged one-stop shop offices.
