On the afternoon of June 7, under the chairmanship of delegate Nguyen Dac Vinh - Member of the Party Central Committee, Head of the National Assembly Delegation of Nghe An province, the delegation of National Assembly deputies of Nghe An, Bac Kan, and Tra Vinh provinces discussed the draft Law on Animal Husbandry and the draft Law on People's Public Security (amended).

Discussing the draft Law on Public Security (amended), the majority of National Assembly deputies agreed on the necessity of amending the Law to perfect the legal basis on the functions, tasks and powers of the Public Security in state management of security, order, and the fight against crime and law violations; and to overcome overlaps in functions, tasks, areas and management subjects.

At the same time, this amendment aims to perfect the legal basis for rearranging the organization of the police apparatus to be suitable, synchronous, streamlined, and operate effectively and efficiently in the direction of: "Elite Ministry, strong province, comprehensive district, grassroots commune" as the basis for adjusting, arranging, and deploying forces and gradually implementing staff streamlining...

However, some delegates also said that in the process of amending and supplementing the draft Law, it is necessary to study carefully and cautiously, with a suitable roadmap, ensuring feasibility, stability and development, meeting immediate and long-term requirements. At the same time, it is necessary to ensure high consensus in society, minimizing adverse impacts on current public security officers and soldiers and commune police.

Assessing the draft law, National Assembly Deputy Nguyen Huu Cau (Nghe An) said that this is the "revolution" ever, completely changing the organizational system of the Ministry of Public Security. With 6 general departments and 126 bureaus, now there are no more general departments, the intermediate level is eliminated, 126 bureaus are merged into 60 bureaus, while the functions and tasks of the police force have not changed, the staffing level has not increased, all regimes and policies remain the same. The Ministry of Public Security only reorganizes the force to be streamlined, in line with the practical combat requirements of the police force in the new period, this is truly a new step forward and the Ministry of Public Security is the first pioneer. "Amending the Law on Public Security to suit the new functions and tasks is an objective necessity, one of the urgent issues today to quickly stabilize the organization", Deputy Cau emphasized.

On the other hand, delegate Nguyen Huu Cau also expressed his agreement with the view: ''Whatever we do, we must definitely not increase the payroll, not add more burden to the state budget and must complete the task excellently. Thus, the goal of reforming the organizational apparatus will meet the set requirements''.

Expressing support for the policy of regularizing commune-level police, Head of the Provincial National Assembly Delegation Nguyen Dac Vinh said: Currently, there are many developing communes, so regularizing the security forces there and having the principle: The total number of police remains unchanged, not exceeding the quota, only arranged within that force but in the direction of direct areas being gradually regularized. Regular police chiefs must be trained to understand the law, ensuring the content of resolving security and order in the area better... ''However, it is necessary to have calculations, a roadmap, and properly resolve arising practical problems'', Mr. Vinh suggested.

Discussing the draft Law on Livestock, the majority of National Assembly deputies said that the law is necessary, consistent with the livestock industry strategy, developing along the value chain, increasing added value, restructuring the livestock industry, promoting the development of the livestock industry into a spearhead economic sector and sustainable development.

In addition, it must meet the requirements of actual management of production and business in the livestock industry, be suitable for the market economy, create a legal corridor for producers and businesses to understand, easily implement and for management agencies to guide, inspect, examine and handle violations...

Many delegates emphasized that our goal is to achieve a standard livestock production, meeting domestic consumption and export needs, ensuring that all livestock products must have traceable origins, not like the current situation.

Regarding livestock waste management at livestock farms, the draft Law stipulates that livestock farms must apply appropriate techniques and technologies to collect and treat livestock waste to protect the environment, ecology, and disease safety.

According to National Assembly Deputy Nguyen Thanh Hien (Nghe An), the new draft Law only regulates the treatment of livestock waste released into the environment but does not have regulations on the treatment of this waste for reuse. Based on local reality, TH Group has done a very good job on this issue. Deputy Nguyen Thanh Hien suggested that it is necessary to add regulations on this content in the draft Law, to both ensure environmental treatment and take advantage of energy sources from waste treatment.
