Delegate Tran Van Mao: Do a good job of planning the training network to avoid "too many teachers, not enough workers"

On the afternoon of June 12, speaking at the National Assembly Hall on the draft Law amending and supplementing a number of articles of the Law on Higher Education, delegate Tran Van Mao - Deputy Head of the National Assembly Delegation of Nghe An province said that in the draft law, it is necessary to stipulate the conditions for organizations to rank higher education institutions.
According to the delegate, the ranking of universities in countries is announced by independent social organizations for public reference, and does not require recognition from a State agency.
But in Vietnam, university rankings are regulated by the Government. "In fact, rankings are a tool to create more competitive motivation between schools, providing society with a reference information channel, not necessarily a tool for State education management" - Mr. Tran Van Mao analyzed.
Regarding the establishment of the University Council, compared to the current law, this draft law has many innovations. Especially the issue of university autonomy, the establishment of the University Council and the delegation of more power to university presidents.
However, regarding the issue of the School Council, according to the Deputy Head of the National Assembly Delegation of Nghe An province, the draft Law needs to clearly demonstrate the granting of autonomy, while at the same time having a mechanism for the School Council to operate in accordance with its role and function, as well as having a mechanism to control power to avoid the formation of group interests.
"The granting of autonomy must be associated with innovation in university governance; strengthening quality assessment, publicizing assessment quality and quality assurance conditions, and enhancing accountability of higher education institutions," said Mr. Tran Van Mao.
Besides, delegates said that the management mechanism of universities in the current higher education system is still inadequate, some schools are managed by the Ministry of Education and Training, some schools are managed by other ministries.
For example, in the system of technical pedagogical universities, there are 5 schools nationwide, but 2 schools are managed by the Ministry of Education and Training, and 3 schools are managed by the Ministry of Labor, Invalids and Social Affairs.
The Deputy Head of the National Assembly Delegation of Nghe An proposed that this regulation should be reconsidered to avoid the situation where each governing body has its own policy, affecting the rights and development of the school system.
In addition to the above issues, delegate Tran Van Mao suggested that it is necessary to do a good job in planning the training network, which will avoid "too many teachers and not enough workers", and avoid the current situation of many unemployed graduates.
The draft Law on amending and supplementing a number of articles of the Law on Higher Education was developed to overcome the limitations and shortcomings of the law on higher education in the past; to perfect the legal framework, to solve newly arising problems of current higher education and to meet the requirements of innovation in the coming time, in line with the Party and State's guidelines on developing higher education, serving the requirements of economic and social development, training high-quality human resources in the period of promoting industrialization, modernization of the country and international economic integration.
