The National Assembly Delegation of Nghe An province will innovate in voter contact activities.
(Baonghean.vn) - On the morning of June 15, the National Assembly closed its 5th session, term XIV. Deputy Head of the National Assembly Delegation of Nghe An province Tran Van Mao shared the highlights of the session as well as the activities of the National Assembly Delegation of Nghe An province right after this session.
PV:Can you share a few things about the activities of the National Assembly Delegation of Nghe An province at this session?
Mr. Tran Van Mao:It can be said that at this session, the National Assembly Delegation of Nghe An province performed with quality, participating in 100% of the discussion opinions in the group and up to 60% of the delegates speaking in the hall participated in the draft laws. The opinions of the National Assembly Delegates were in-depth in terms of expertise as well as legislative techniques in the draft laws.
Those opinions were mostly accepted by the Drafting Committee and the National Assembly Standing Committee, on that basis, they were revised and approved at the session. In particular, the Law on Cyber Security, the Law on Denunciation (amended), the Law on People's Public Security (amended)... are the draft laws that the Delegation gave profound and practical opinions on.

Regarding the question and answer session, the delegation leaders proactively assigned delegates to each field, so that delegates could choose concise, short, straight to the point, in-depth questions that met the expectations of voters sent to the National Assembly. Many questions were highly appreciated by the Ministers, demonstrating the responsibility of National Assembly deputies in general and National Assembly deputies in Nghe An delegation in particular.
At the same time, the Delegation also directly assigned to monitor each group of issues with opinions discussed in the hall, in groups on resolutions on socio-economic development, thematic supervision and issues arising at the session... These opinions of the Delegation were highly appreciated and accepted by the National Assembly...
PV:Looking back at the last session, what impressed you most?
Mr. Tran Van Mao:Compared to previous sessions, in my opinion, there are two points that have left an impression on voters nationwide and public opinion in general. That is, the delegates only have 1 minute to ask questions and ministers have 3 minutes to answer in the question and answer session. This is a very big test, requiring the leaders of central ministries, branches and the Government to have a firm grasp of the issues raised by the delegates, go straight to the point and answer the issues. In particular, they must state the current situation, causes, responsibilities and the most fundamental solutions to solve the issues questioned by the National Assembly delegates...
With this approach, the advantage is that National Assembly deputies are asked many questions; it requires the leader to grasp the overall, comprehensive, and in-depth understanding of the management and management advisory sector to present the current situation, limitations, causes and the most fundamental solutions to solve the problems that are still arising in practice for the sector and field. It can be said that this approach will evaluate the capacity of the Minister, the head of that sector and field.
I believe that the question and answer sessions took place in a democratic, frank, constructive atmosphere, with lively debates, clarifying the responsibilities of the questioned persons. The members of the Government, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy had a firm grasp of the situation, answered frankly, and proposed many solutions, clearly demonstrating a serious, receptive attitude and determination to create change in the coming time.
In the legislative activities of the National Assembly, the files, documents, and draft laws are prepared quite carefully... On the other hand, the National Assembly deputies in each field conduct in-depth research and demonstrate full responsibility. Discussions in groups or halls are frank, democratic, public, transparent, and in-depth, with debates between the deputies and between the deputies and the drafting agency. On that basis, the legal basis, practical basis, and resources are analyzed and clarified so that the draft law, when approved, will go into practice and ensure feasibility.
PV:Perhaps the increasing transparency of the National Assembly's activities is for no other purpose than to help people and voters have more favorable conditions to supervise the National Assembly and National Assembly deputies, sir?
Mr. Tran Van Mao:A universal principle of operation of the National Assembly and Parliament in the world is to be public, except for special sessions. This session has been innovated compared to previous sessions. That is, there is more live broadcasting, demonstrating openness, transparency, clarity and democracy; demonstrating parliamentary culture; thereby helping voters and people to have easier access.
Through the mass media, voters can closely follow the activities of the National Assembly forum to contribute opinions, directly supervise and send their opinions to the session...
By doing so, the relationship between elected bodies and voters will become closer and closer. On that basis, we can directly grasp the supervision and reflect the voters' recommendations to make timely, creative and flexible adjustments in the management method, ensuring the quality of the session.
Currently, voters and citizens have additional tools to regularly and quickly monitor the legislative activities, supervise and decide on important issues of the National Assembly. This requires the National Assembly, its agencies, and each National Assembly member to constantly innovate and improve the quality of their activities.
PV:To continue to meet the expectations and hopes of voters for the National Assembly, the National Assembly Delegation and National Assembly Deputies, could you please share the upcoming tasks of the National Assembly Delegation of Nghe An province?
Mr. Tran Van Mao:To contribute to the National Assembly in successfully achieving the goal of further enhancing the prestige and position of the National Assembly in the hearts of voters and people, the National Assembly Delegation of Nghe An province determined to continue to improve and enhance the quality and efficiency of its operations, with the motto "proactive - innovative - quality". Specifically, the Delegation will focus more on innovating and improving the work of meeting with voters of National Assembly Deputies and the National Assembly Delegation.
After this session, the Delegation will implement the contents as raised and assigned by National Assembly Chairwoman Nguyen Thi Kim Ngan at the closing session. That is, timely contact with voters to inform them of the session results; collect and listen to the thoughts and aspirations of voters and people to forward to the next National Assembly session; strengthen thematic supervision activities according to the proposed program.
Including monitoring activities related to the process, order and procedures for investing in key projects in the province according to the provisions of law and monitoring recommendations at the 4th and 5th sessions, seeing how the levels and sectors have implemented, what has been done, what has not been done to answer voters.
At the same time, the Provincial National Assembly Delegation strengthens coordination with local Party committees and authorities to conduct surveys, meet with voters on specialized topics, and collect opinions on draft laws that will be commented on and approved at the upcoming 6th session...
