On the afternoon of June 21, in Vinh city, under the chairmanship of comrade Chu Ngoc Anh - Member of the Party Central Committee, Minister of Science and Technology; Bui The Duy - Deputy Minister of Science and Technology, the Ministry of Science and Technology held the 13th North Central Region Conference, 2018.

In the period of 2016-2018, science and technology activities in the North Central region made important contributions to the fields of security, politics, economy, culture, and society, and increasingly affirmed their role as a driving force for promoting socio-economic development of localities.
From 2016 to May 2018, the North Central region had 529 provincial-level science and technology tasks and projects implemented. The entire region has appraised 253 investment projects and evaluated the level of 206 technologies. Of which, the Department of Science and Technology of Nghe An is the only locality in the region that has appraised technology transfer for 4 projects.

The Department of Science and Technology advises local leaders to issue mechanisms and policies to specify the Party and State's guidelines and policies on science and technology development. Many localities have issued policies to encourage organizations and individuals to innovate technology, apply and transfer technical advances, develop high-tech agriculture, and encourage the movement of initiatives and technical improvements.
Local key products are given more attention, exploited and developed, many products have high economic value such as oranges, tea, sugarcane, medicinal herbs, etc.

In addition to the achieved results, many opinions at the conference clearly stated that currently most localities are facing many difficulties and confusion in developing plans to rearrange the system of science and technology public service units due to the lack of timely and synchronous guidance from the Ministry of Science and Technology as well as central agencies.

Scientific research and technological development activities have not yet carried out large-scale tasks, and there has been no investment in research according to product value chains. The socialization of science and technology activities has not been promoted; many products with strengths in the region have not received adequate investment for development, etc.

From there, the conference focused on discussing and exchanging solutions for science and technology development in the 2018-2020 period of the North Central provinces.
In which, the Departments of Science and Technology exchanged experiences, determined financial autonomy plans according to Decree 54 and reorganized management units under the Department of Science and Technology in the spirit of Resolution 19-NQ/TW and Resolution 18-NQ-TW to promote the effectiveness of science and technology public service units.
Regarding the Department of Science and Technology of Nghe An, according to Mr. Tran Quoc Thanh - Director of the Department of Science and Technology, the Department has developed a Project on the arrangement and restructuring of the organizational apparatus of public service units under the Department. "The Department will equitize the Center for Application of Science and Technology Advances in 2020; implement regular autonomy for the Center for Standards, Metrology and Quality (TDC) and the roadmap will equitize this center in 2025. The Department will merge two units of the Department, the Center for Social Sciences and Humanities and the Information Center, into the Center for Statistics of Social Sciences and Humanities" - Mr. Thanh said.
In his concluding remarks at the conference, Minister of Science and Technology Chu Ngoc Anh acknowledged, highly appreciated and commended the results of the Departments of Science and Technology in the past time. The Minister also requested the Departments of Science and Technology to continue advising local Party committees and authorities to continue promoting applied research activities. Pay attention to creating regional linkages to improve efficiency in exploiting and developing products with local regional advantages. Increase support and build models associated with enterprises, taking enterprises as the center to widely develop products to the market, bringing high economic efficiency.
In addition, strengthen intellectual property protection, build brands for local products. Focus resources on promoting support for start-up groups, technology incubation, innovation in science and technology organizations and creative enterprises; strongly develop types of science and technology services.
The head of the science and technology sector emphasized: departments need to be proactive and active in implementing the autonomy mechanism of public science and technology organizations in the spirit of Resolution 19-NQ/TW; study and rearrange the organizational system in the spirit of Resolution 18-NQ/TW in accordance with the practical situation, ensuring streamlining according to regulations while still improving the capacity and operational efficiency of the apparatus.
