Provincial Party Secretary: Quy Chau needs to focus on hunger eradication, poverty reduction and new rural construction
(Baonghean.vn) - Continuing the working program in Quy Chau district, on the morning of June 23, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with key leaders of Quy Chau district. The content focused on evaluating the results of the half-term implementation of the Resolution of the District Party Congress and the socio-economic situation in the first 6 months of 2018.

Attending the meeting were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Phan Duc Dong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Commission; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and leaders of a number of departments, branches and sectors.
At the meeting, delegates listened to the leaders of Quy Chau district report summarizing the situation of 2.5 years of implementing the Resolution of the 25th District Party Congress, period 2015 - 2020 and the socio-economic situation in the first 6 months of 2018.
Accordingly, in the past half term, the Executive Committee and Standing Committee of the District Party Committee have developed and issued 33 programs, projects and plans to implement the Resolution of the 25th District Party Congress; a number of programs and projects have been effective. The economy has grown quite well, production and business in all sectors and fields continue to develop. Production value increased from 1,313.2 billion VND in 2015 to 1,713.2 billion VND in 2017. In the first 6 months of 2018 alone, it reached 974.8 billion VND, equal to 51% of the yearly plan, up 9.8% over the same period; The average growth rate in 2016 - 2017 reached 10.9%. Per capita income increased from 16.2 million VND in 2015 to 22.3 million VND in 2017.
Implementing the new rural construction program, the district has mobilized over 238 billion VND from capital sources and 5,248 working days. Up to now, the whole district has 7 hamlets and villages meeting the new rural criteria; 1 commune has met 19 criteria, 3 communes have met 11-14 criteria. It is expected that by the end of 2018, the total number of hamlets and villages meeting the new rural criteria will increase to 13 hamlets and 1 commune...

In order to accelerate the pace of socio-economic development and fulfill the goals of the Resolution of the 25th District Party Congress, Quy Chau district has proposed issues that are currently facing many difficulties and obstacles. The locality has proposed a policy to support forest protection and conservation for 40,000 hectares of natural forest allocated to the people under Decree 163, which is not currently eligible for the policy under Decree 75 of the Government. This is causing great difficulties for households receiving forests, and at the same time creating pressure on the government and functional forces in forest management and protection in the area.
To address the urgent need for land for production for the people, the province has directed the cutting of more than 1,200 hectares of forestry land from farms and forestry farms to hand over to the people. However, so far, only 405 hectares have been decided to be reclaimed. Due to the difficulties in mobilizing people to build new rural areas in mountainous districts, the district's target of having 3 communes and 49 villages and hamlets reach the new rural target by 2020 is difficult to achieve. Therefore, the locality proposed to increase the land use fee regulation for the district level from 25% to 35% from 2018 to 2020 so that the district has a source of funds to invest in items related to the criteria for building new rural areas in the period of 2018-2020.

Implementing the Ban Mong reservoir project, Quy Chau district has 760 households subject to relocation, 780 hectares of land to be recovered. Up to now, the project has been implemented for nearly 10 years, but the progress of compensation, site clearance and resettlement is very slow, currently there are 90 households, 430 hectares have not been compensated. Even households that have been compensated still do not have land for resettlement.
There are 39 villages and hamlets in the area that do not have electricity. Regarding this issue, Quy Chau suggested that if the Electricity sector has difficulty in capital, there should be a mechanism for the district to mobilize resources to proactively implement investment and construction, ensuring the roadmap for 100% of villages and hamlets to have electricity from the national grid according to the target set by the District Party Resolution.
Attending the meeting, many delegates acknowledged the efforts of Quy Chau district in implementing socio-economic goals through half of the congress term as well as the first 6 months of 2018. Also here, the sectors answered the contents raised by the locality, and at the same time noted a number of issues that need to be addressed in the coming time. Accordingly, the district should pay attention to the management, protection and development of forests, the process of land and forest allocation must be to the right subjects. The delegates also suggested that the district focus on attracting investment, have specific mechanisms to encourage the development of household economy and farm economy. In building the new rural area, the district needs to have more drastic direction, not to spread out but to focus on key investments to succeed.

In the field of culture and society, delegates also requested Quy Chau district to focus on preserving works and national identity values in the area, and pay attention to developing traditional craft villages to create more livelihoods and increase income for people.
Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed that the focus of Quy Chau district is on hunger eradication and poverty reduction along with new rural construction. The district Party Committee, government and local people need to identify potentials and advantages to have appropriate economic development solutions.

Regarding the Mong village reservoir project, the Provincial Party Secretary directed sectors and localities to pay attention to policies for households whose production land is recovered and resettled. In addition, the Head of the Provincial National Assembly Delegation also said that although the production land area has been narrowed, in the future, with a large water surface area, Mong village reservoir will create conditions for people to develop the aquaculture industry, and local authorities need to be proactive in supporting.
Regarding the work of reclaiming land from farms and forestry farms to hand over to the people, Secretary of the Provincial Party Committee Nguyen Dac Vinh requested relevant departments, branches and units to speed up the implementation, focusing on reviewing the forest areas that will be divided and handed over to the people to have timely and appropriate steps. The Secretary of the Provincial Party Committee also requested the units to finalize the working time with farms and forestry farms, any areas that are in the planning to be divided for the people will not be replanted to avoid complications arising later.

It is impossible that farms and forestry farms that cannot produce should be handed over to the people.
