Mr. Le Nam Tra and Mr. Pham Dinh Trong were expelled for violations and shortcomings in the case of MobiFone buying 95% of AVG shares.

The Central Inspection Commission has just announced the results of its 27th session. The session took place over two days (June 27 and 28) in Hanoi, chaired by Mr. Tran Cam Tu, Secretary of the Party Central Committee and Chairman of the Central Inspection Commission.

At the meeting, the Committee disciplined the Party Executive Committee of the Information and Communications Department and related individuals for violations and shortcomings concluded at the 26th meeting of the Central Inspection Committee.

Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Committee decided to expel from the Party Mr. Le Nam Tra, former member of the Executive Committee of the Party Committee of the Central Enterprises Bloc, former Party Secretary, Chairman of the Board of Members of MobiFone Corporation and Mr. Pham Dinh Trong, Party Committee member, Party Cell Secretary, Director of the Department of Enterprise Management, Ministry of Information and Communications.

Mr. Cao Duy Hai, Deputy Secretary of the Party Committee, Member of the Board of Members, General Director of MobiFone Corporation was removed from all positions in the Party.

Mr. Pham Hong Hai, member of the Party Executive Committee, Deputy Minister of Information and Communications was reprimanded.

Proposal to discipline Mr. Nguyen Bac Son and Mr. Truong Minh Tuan

Regarding the Party Committee of the Ministry of Information and Communications, the Central Inspection Committee proposed that competent authorities consider and discipline Mr. Nguyen Bac Son, former member of the Party Central Committee, former Secretary of the Party Committee, former Minister and Mr. Truong Minh Tuan, member of the Party Central Committee, Secretary of the Party Committee, Minister of Information and Communications.

Mr. Nguyen Bac Son - former Minister of Information and Communications was proposed for disciplinary consideration.

In 2008, Global Audio Visual Joint Stock Company (AVG) was officially established with a charter capital of 1,800 billion VND.

Since late 2011, AVG has entered the pay TV market, after 3 years it has about 450,000 subscribers.

In January 2016, MobiFone issued a statement about buying shares in AVG but did not mention the value of the deal but said it aimed to develop one million new customers to register for television services in 2016.

In July 2016, the Standing Secretariat directed a comprehensive inspection of the project. In September 2016, the Government Inspectorate began a comprehensive inspection of the project within 50 days. However, the inspection results were announced several months later than expected. On July 31, 2017, General Secretary Nguyen Phu Trong requested that the inspection results be announced promptly.

On March 8, 2018, the Secretariat determined that the case of MobiFone buying 95% of AVG's shares was "very serious" and requested the Government Standing Committee to direct the Government Inspectorate to announce the inspection conclusion in accordance with the law.

On March 12, 2018, MobiFone and AVG signed an agreement to cancel the contract. Accordingly, MobiFone and AVG agreed to return to each other what they had received. The total value of this transfer contract is VND 8,889.8 billion.

On March 14, 2018, the Government Inspectorate announced its conclusion clarifying the violations of ministries and branches related to the MobiFone project to buy 95% of AVG shares. "This is a very serious economic case, the project has a total investment of VND 8,900 billion, however, MobiFone's violations, violations of regulations, and lack of responsibility lead to the risk of serious damage to the State's capital in this enterprise of about VND 7,006 billion", the inspection conclusion stated.

By May 2018, AVG shareholders had returned more than VND 8,500 billion to MobiFone.
