Reporting on the work of Party building and organization in the first 6 months of the year, Deputy Head of the Standing Committee of the Central Organization Committee Nguyen Thanh Binh affirmed that the Party building and organization sector nationwide has synchronously implemented Party building resolutions since the beginning of the term with many good and creative models and methods. The focus is to continue advising on the implementation of Resolution 4 of the Central Committee, term XI and term XII of the Party in conjunction with Directive 05-CT/TW of the Politburo. It is also to innovate and arrange the organization to be streamlined, operate effectively and efficiently; streamline the payroll and develop a job position project according to Resolution 6 of the Central Committee (term XII).

At the same time, focus on consulting on summarizing 10 years of implementing the Central Resolution 3 (VIII term), associated with completing the project to submit to the 7th Central Conference, XII term, to issue a resolution on focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige, equal to the task...

Nguyen Thanh Binh, Deputy Head of the Standing Committee of the Central Organizing Committee, also frankly pointed out a number of limitations and weaknesses in the Party building and organization work. Specifically, the implementation of Resolution 6 of the Central Committee (term XII) still faces many difficulties, and there is still a wait-and-see attitude in some localities and units.

The streamlining of staff for cadres, civil servants and public employees with limited qualifications and weak capacity in some agencies and units, especially the leaders, is still lacking in initiative and determination.

There are still some cases of appointing unqualified cadres; some places appoint more than the prescribed number of deputies. The leadership capacity and fighting strength of some Party committees and organizations are still weak; Party development work still faces many difficulties; the quality of activities in some Party cells is still formalistic...

At the conference, a number of central and local ministries and branches spoke, brought up good and creative ways of doing things as well as proposed and recommended solutions to many problems in order to create changes in Party building and organization work in the coming time, creating high consensus in the whole society.

Concluding the conference, Head of the Central Organizing Committee Pham Minh Chinh emphasized that the task of Party building and organization from now until the end of the year is large and heavy; especially this is the pivotal year for implementing the Resolution of the 12th National Congress, requiring Party committees and Party Committees at all levels to do and resolutely do many Party building tasks.

First of all, it is necessary to actively and proactively institutionalize and concretize the Resolutions and plans of the Central Committee and Party Committees at all levels for effective implementation at all levels; the implementation process must adhere to basic principles, but must also be very flexible, creative, and suitable to reality; and perfect while doing.

Affirming the extremely important role of grassroots party organizations, especially in mountainous areas, ethnic minority areas, and places with emerging issues related to land and environment, Head of the Central Organizing Committee Pham Minh Chinh emphasized the need for Party committees and Party Committees at all levels to pay attention to strengthening the construction of strong Party bases at commune and ward levels; strengthening the relationship and close ties between Party members and people at each grassroots level.

Regarding the organizational structure, Comrade Pham Minh Chinh set out the requirements to reorganize the apparatus but must ensure to improve the effectiveness and efficiency of operations and restructure the staff, civil servants and public employees in a reasonable manner, avoiding the mechanism in streamlining the organizational structure. Party committees and Party Committee Organization Boards at all levels need to take care of building a team of clean, exemplary and proficient cadres; strengthen the work of protecting internal politics in the new situation and strengthen the inspection and supervision of the implementation of Party resolutions, especially the work of planning, promoting and appointing cadres.
