Exposing the tricks of smuggling drugs across the border

Many drug trafficking rings across the border in large quantities have been dismantled by the police. The methods of drug traffickers are becoming increasingly sophisticated with many tricks.

In addition to designing secret compartments in cars, they also set up communication protocols and used modern equipment to monitor the movements of their accomplices in order to promptly notify each other if they were discovered by the authorities.

During a patrol at km 144+700 of National Highway 18 (Bai Chay Ward, Ha Long City), on March 20, the Road and Railway Traffic Police of Quang Ninh Province discovered and caught two subjects illegally transporting 100 heroin cakes, weighing 34.700 kg.

The joint force inspected and discovered a car hiding 100 cakes of drugs.

They are Phung Trung Dung, 42 years old, residing in Dong Tien commune, Quynh Phu district, Thai Binh and Phanith Phanthavong, 37 years old, residing in Chom Chen village, Sisattanak district, Vientiane city, Laos. The drugs were hidden in a secret compartment under the floor and on both sides of a car with a Lao license plate on its way to Mong Cai for sale.

To avoid being noticed, the two subjects entered Vietnam from Laos through Bo Y border gate, Kon Tum province, then traveled by many means to Quang Ninh. On the way to Mong Cai, carrying 100 heroin cakes to cross the border to China, they were arrested.

Previously, at km 135+300 National Highway 18 (Quang Hanh Ward, Cam Pha City), the Traffic Police also discovered in a homemade compartment under the floor of the car of two subjects Suliyavong Sakhone, 33 years old, residing in Phonhaykham village, Xaythani district and Sichantha Chanthapaseuth, residing in Phonpapau village, Sisattanak district (Laos) hiding 200 heroin cakes, weighing 69.559 kg, 1 military gun and 100 bullets.

Expanding the investigation, the Drug Crime Investigation Department of Quang Ninh Province Police arrested three more subjects: Hoang Huu Tan, 62 years old; Nguyen Van Tuan, 35 years old, residing in Nghe An and Nguyen Van Thanh, 53 years old, both residing in Ha Tinh, and seized 60 heroin cakes, weighing 20.964 kg at Thanh and Tan's residence in Ninh Duong Ward, Mong Cai City. These are two inter-provincial and transnational drug trafficking lines with large quantities that have been dismantled by Quang Ninh Police in recent times.

Captain Bui Manh Hung, Road and Railway Traffic Police Department of Quang Ninh Police, said that drug criminals' activities are extremely sophisticated. The subjects often use expensive cars to transport drugs, thinking that the authorities will "not dare to be too harsh" in checking each part for fear of damaging the interior of the car. According to Captain Bui Manh Hung, during the inspection process, the authorities need to monitor the attitude and psychology of the subjects to detect unusual factors.

Until now, the subjects have often used the Quang Ninh area to transport heroin from Laos through Vietnam to China and transport synthetic drugs from China back to Vietnam. Because the functional forces of Vietnam and China have strengthened border management, drug smuggling across the land border has been effective. In addition, along with the Northwest route, the subjects also took advantage of loopholes to transport drugs from Laos through the Central and Central Highlands border gates and then brought them to the border area.

Authorities said that recently, the movement of heroin across the border has tended to move towards the sea. In particular, the subjects thoroughly used waterways to transport drugs from Vietnam to China, causing many difficulties in detection and arrest.

According to Colonel Nguyen Hai Phong, Head of the Drug Crime Investigation Department - Quang Ninh Provincial Police, during the transportation process, subjects often hide drugs in secret compartments of transport vehicles, or mix them with goods, or disguise them in ordinary objects to deceive the authorities.

If we do not do a good job of reconnaissance and only conduct simple administrative checks, it will be very difficult to detect. Therefore, we must further strengthen measures to grasp the situation and combat reconnaissance against these networks.

In the first 6 months of 2018, the functional forces of Quang Ninh province discovered, arrested, and handled 319 cases, 557 subjects of drug crimes, of which the police force arrested 315 cases, 552 subjects, seized 100 cakes and 6.97 kg of heroin, 5,194 pills and 5.93 kg of synthetic drugs, 10 kg and 56 packages of "milk tea" drugs, 4 guns, 41 bullets, etc. along with a lot of money and other related evidence.

In particular, during the peak month of drug prevention, Quang Ninh Provincial Police directed the Police of units and localities to concentrate their forces and means, carry out synchronous professional measures, grasp the situation, detect, combat and handle all types of drug-related crimes.

From June 1 to June 24, the provincial police force discovered and arrested 30 cases, 40 drug-related criminals, seized 5.363g of heroin; 2.143g of synthetic drugs; 2 small packages and 11.931kg of synthetic drugs in the form of crystal meth; 8 marijuana plants; 37 small packages (suspected to be drugs), 21.4 million VND, 1,200 yuan, 1 electric motorbike, 3 mobile phones, 1 electronic scale, 2 sets of crystal meth use.

To prevent drug trafficking activities through the lines, in addition to the efforts of Quang Ninh Provincial Police, it requires close coordination between relevant functional forces in grasping the situation and exchanging information. Only then will the fight against this type of crime be effective, contributing to ensuring security and order in the area.
