Nghe An implements Resolution 29 comprehensively, deeply and effectively.
(Baonghean.vn)- This is the assessment of the central survey delegation on the implementation of Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee when working with the leaders of Nghe An province on the afternoon of July 13.
At the meeting, in addition to listening to the results achieved over 5 years of implementing Resolution 29 of Nghe An province, the delegates discussed and exchanged about the difficulties, limitations, causes and recommendations and proposals of Nghe An province in implementing the goals of this Resolution.

According to Vinh University Principal Dinh Xuan Khoa, the most outstanding achievement in implementing Resolution 29 in Nghe An is the innovation of testing and evaluation regulations; reducing the number of exams and creating people's trust in the education sector. Regarding the socialization of education and training, Mr. Dinh Xuan Khoa said that there are both positive and negative points, the balance between training costs and training quality is a complicated issue and takes time.
Speaking at the meeting, through the local implementation, Provincial Party Secretary Nguyen Dac Vinh expressed his opinions and recommendations on a number of issues raised by Resolution 29-NQ/TW, which are also ongoing practical issues and need adjustments to achieve the highest goal of the resolution.
Comrade Nguyen Dac Vinh emphasized that all levels of the Party committees, authorities, and especially the people of Nghe An province are imbued with the view that education is a national policy and always a top priority. In addition, the people actively support the construction of educational facilities and invest in their children to learn foreign languages and supplementary knowledge. Therefore, the network of schools basically meets the needs of teaching and learning, and the lives of teachers are basically guaranteed.

Exchanging some opinions with the working delegation, the Provincial Party Secretary said that nurturing talents is very important, and to have talents, there needs to be a mechanism to discover, gather and nurture talents accordingly. The resolution's viewpoint on nurturing talents is very correct, and needs to be focused on promoting.
Nghe An pays great attention to this work, and has had models for training and fostering talents and excellent students such as Phan Boi Chau High School for the Gifted, Vinh University High School for the Gifted, Ly Nhat Quang Secondary School, and the Provincial Boarding School for Ethnic Minorities...
Regarding improving the quality of education, it is necessary to have an objective and scientific toolkit for testing and evaluation. For example, the current assessment results at the primary level show that the results are still too high, so there should be specific assessment regulations to ensure clear classification of students, thereby providing long-term orientation for students, schools and parents.
The head of the Provincial Party Committee also suggested that, regarding the issue of autonomy for universities and colleges, we should encourage and boldly have appropriate mechanisms for schools to implement. There should be policies to foster knowledge and skills for teachers. Teacher recruitment should focus on ethical criteria in addition to quality and capacity; and violations of ethical standards in schools should be strictly handled...

The members of the working group also raised many questions related to many practical contents of the implementation of Resolution 29-NQ/TW in Nghe An. For example, the implementation of the apparatus arrangement, streamlining the staff of the Education sector in Nghe An; promoting the role of the entire people and Party committees at all levels in the propaganda work to implement the Resolution; the issue of ideal education, protecting the Party's ideological foundation for students; difficulties in merging schools; the work of directing students to vocational training institutions, etc.
Representatives of departments, branches and sectors as well as Secretary of the Provincial Party Committee Nguyen Dac Vinh answered and discussed the opinions raised by the working delegation; proposed a number of related contents to support localities in effectively implementing Resolution 29.
Concluding the meeting, Comrade Nguyen Kim Son acknowledged that the information sharing, analysis and exchange of Nghe An provincial leaders and the delegates were very open and useful, providing a lot for the working delegation in building reports, synthesizing closely to reality to submit to relevant levels. At the same time, he assessed that Nghe An had implemented Resolution 29 very comprehensively, deeply and effectively.
The working group will receive and synthesize opinions to complete the report and submit it to competent authorities to supplement and adjust the resolution.
