Provincial People's Council "heats up" in questioning of industry "commanders"
(Baonghean.vn) - The question and answer session at the 6th session of the Provincial People's Council, term XVII, 2016 - 2021, held on the afternoon of July 19, saw delegates of the Provincial People's Council raise many issues that voters were concerned about and made recommendations.

Attending the working session were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Provincial National Assembly Delegation; leaders of the Provincial People's Committee, Provincial Fatherland Front Committee and departments, branches, sectors at the provincial level and districts, cities and towns.
At the beginning of the questioning session, Director of the Department of Industry and Trade Hoang Van Tam directly explained the current situation, causes, responsibilities and solutions to resolve issues related to resettlement, production stabilization and life of people in areas affected by hydropower projects; poor quality of power grid and electricity quality in some places; and the return of initial investment to people after handing over the rural low-voltage grid to the electricity sector for management.
After the explanation of the Director of the Department of Industry and Trade, 12 delegates directly questioned and were answered by the head of the Industry and Trade sector in an open-minded spirit.
The content of the questioning and answering questions related to the planning of too many hydropower projects in the area, including a number of small projects under 3 MW; the problems from the resettlement areas of Ban Ve and Hua Na hydropower plants related to weak civil works, people's production land has not been handed over, although it has been mentioned many times and for a long time but has not been resolved; the operation of hydropower projects to ensure safety in downstream areas, especially during the rainy and stormy season...

The quality of the power grid in some places is still too poor, posing a high risk of insecurity to people, affecting production and people's lives; the return of the rural low-voltage power grid to people has been proposed many times but has not been resolved.
Explaining further to the Provincial People's Council on this issue, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien admitted that the issues questioned by the Provincial People's Council delegates were very valid. Vice Chairman of the Provincial People's Committee Huynh Thanh Dien also informed that after reviewing the existing problems in the Hua Na hydropower resettlement area, there are currently 10 existing problems, of which 8 problems are within the province's responsibility and 2 problems are within the central government's responsibility.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien affirmed that the province is proposing to resolve 2 issues under the central authority, and will urge the province to complete 8 issues by the end of 2018.
The question and answer session at the meeting was also conducted with Mr. Tran Quoc Thanh - Director of the Department of Science and Technology on the current situation, causes, responsibilities and solutions to promote the application of scientific research topics in real life; application of science and technology to promote labor productivity; Application of high technology to serve socio-economic development in the province.

After the explanation, there were 9 rounds of questioning to the Director of the Department of Science and Technology. Some delegates said that in reality, the budget for research on scientific topics is large, but the implementation of practical applications is limited, causing waste of State resources.
Some delegates questioned the role of the Department of Science and Technology in connecting businesses and scientists to deploy the application of scientific achievements and build brands for products; determining research topics that are both comprehensive and focused; what mechanisms and policies to promote research and application of science and technology in production and life...

Based on the conclusion from the questioning content of the session chairman, at the end of the questioning and answering session, Chairman of the Provincial People's Council Nguyen Xuan Son affirmed that immediately after this session, the Provincial People's Council will notify in writing the conclusion of the questioning session to the Provincial People's Committee, Department of Industry and Trade, Department of Science and Technology, relevant sectors and levels, and localities to serve as a basis for implementation and supervision.
