Provincial People's Council passed 16 socio-economic resolutions
(Baonghean.vn) - The 3rd working day, the 6th session, the 17th Provincial People's Council, term 2016 - 2021, held a discussion session, passed resolutions to submit to the session and closed the session.
Attending the working session were comrades Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee, leaders of the Provincial People's Committee and provincial departments and branches.
With the spirit of intellectual concentration, democracy and responsibility, the provincial People's Council delegates focused on discussing, reviewing and approving 16 important resolutions on socio-economic, national defense and security.
Accordingly, discussing the draft Resolution on tasks for the last 6 months of 2018, the provincial People's Council delegates basically agreed with the assessment of the socio-economic situation in the first 6 months of 2018 as well as the existing problems and challenges and 12 tasks and solutions from now until the end of the year to achieve the socio-economic targets for the whole year of 2018, especially the GRDP growth rate; budget revenue; tax debt reduction and solving existing and pressing problems.

Delegate Luc Thi Lien (Quy Chau) suggested that the resolution drafting agency should add that, in addition to accelerating the implementation, acceptance and disbursement of public investment capital sources, it is also necessary to pay attention to disbursing capital sources for the 2018 national target program to promptly resolve practical issues and ensure production capital.
Director of the Department of Construction Hoang Trong Kim suggested adding tasks for the last 6 months of 2018, which is to review planning to organize the establishment and adjustment of planning, ensuring compliance with the Law on Planning effective from January 1, 2019.
At the discussion session to pass the resolution on the morning of July 20, the Provincial People's Council also spent a lot of time discussing and debating the draft Resolution to approve the list of projects requiring land acquisition as stipulated in Clause 3, Article 62 of the Land Law in Nghe An province.

Chairman of the Provincial People's Council Nguyen Xuan Son emphasized that the review of works and projects subject to land recovery must strictly comply with the provisions of Clause 3, Article 62 of the Land Law and require complete procedural documents before submitting to the Provincial People's Council for consideration, avoiding submitting to the Provincial People's Council for consideration first, then completing the procedural documents of works and projects; any projects that are still uncertain will not be voted on at this session.

Based on the discussion at the meeting, the Provincial People's Council unanimously voted to pass the Resolution approving the list of projects requiring land acquisition as stipulated in Clause 3, Article 62 of the Land Law in Nghe An province, including 205 projects requiring land acquisition; that is, to issue a resolution on the Song Lam urban and exhibition area project in Ben Thuy and Hung Dung wards (Vinh city).
Delegates also discussed, debated and agreed to stop passing the draft Resolution on reward policy for collectives and individuals with high achievements in international, regional, national and provincial competitions in Nghe An province at this session.

After 2 and a half days of urgent, active, democratic and highly responsible work (from July 18-20), the Provincial People's Council closed the session.
Speaking at the closing session, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said that in the last 6 months of 2018, besides favorable opportunities, there will also be many difficulties and challenges requiring continued great efforts; The Provincial People's Council requested the Provincial People's Committee to urgently concretize the resolution of the Provincial People's Council, resolutely direct the implementation of tasks in the last 6 months of the year to strive to achieve the set growth rate.
For the Courts, Procuracies, Enforcement Agencies, and Investigation Agencies, the Chairman of the Provincial People's Council requested to promote judicial reform activities, enhance responsibility in performing public duties; ensure political security, social order and safety.
For the Standing Committee and Committees of the Provincial People's Council, the People's Councils of districts continue to improve the quality of their operations, worthy of being the local state power agency, representing the will, aspirations and mastery of the people.
