In July, Nghe An continued to face many difficulties, especially the prolonged hot weather causing widespread drought, many forest fires occurred; followed by prolonged heavy rains, causing flooding in many places, greatly affecting production activities and people's lives...
According to the summary, the prolonged rain and floods for many days have flooded and affected 20,644.31 hectares of rice; 5.5 hectares of seedlings; 5,743.81 hectares of corn and various vegetables; 1,676.73 hectares of annual crops; 1,745.04 hectares of industrial crops and perennial fruit trees. In addition, 3,226.08 hectares of aquatic products were flooded; 17 fish cages were swept away.

The Industrial Production Index (IIP) in the province in July 2018 is estimated to increase by 16.79% over the same period; on average in the first 7 months of 2018, IIP is estimated to increase by 18.06% over the same period. Budget revenue in the first 7 months is estimated to be 7,201 billion VND, reaching 56.7% of the estimate, up 8.1% over the same period in 2017. Of which, domestic revenue is estimated to be 6,271 billion VND, reaching 54.9% of the estimate, up 7.1% over the same period; Revenue from import-export activities is estimated to be 930 billion VND, reaching 73.8% of the estimate, up 16.8% over the same period.

After the report on socio-economic development of the Department of Planning and Investment, speaking at the meeting, Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu shared information on the situation of storm No. 3. From July 14 to 18, 2018, due to the impact of the tropical depression and storm No. 3 in the province, heavy to very heavy rain and thunderstorms caused flooding in many crop areas; About 2,000 hectares of summer-autumn rice were severely damaged from 70 to 100%. Many traffic routes were flooded, cut off, with a high risk of landslides and flooding in low-lying areas... greatly affecting agricultural production and people's lives.
"Currently, localities are focusing on directing regular monitoring of water levels, clearing drainage canal systems, and repairing crop areas damaged by flooding," said the Director of the Department of Agriculture and Rural Development.

Regarding the budget revenue issue, Director of the Department of Finance Nguyen Xuan Hai said that to achieve this year's budget revenue estimate, the Tax sector has directed strongly but new debts have arisen strongly. The Tax sector needs to have solutions to coordinate with other sectors to exploit revenue sources to complete the estimate; pay attention to directing investors to complete disbursement records, and resolutely implement projects to prevent revenue loss in the real estate and hotel business sectors.
Regarding the content of attracting investment and developing enterprises, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized that to make a breakthrough, there must be fundamental solutions, quickly resolving procedures for investors, but currently many projects are stuck in procedures in implementing investment steps; hundreds of projects have submitted procedures but have not received any answers. Some projects are stuck in site clearance and access roads. A typical example is the DKC Petroleum Depot project (Nghi Thiet, Nghi Loc) with a total investment of more than 600 billion VND, expected to pay 140-180 billion VND in environmental tax and import-export tax to the provincial budget each month after coming into operation, but is facing difficulties due to lack of access roads.

Regarding this issue, Chairman of the Provincial People's Committee Nguyen Xuan Duong directed: Regarding the investment in 2 roads to the MDF Wood Fiber Board Factory in Tri Le Industrial Park, Anh Son District and the DKC Petroleum Depot Project (Nghi Thiet), the Department of Planning and Investment is requested to have a written consultation so that the province can submit to the Government 10% of the reserve capital for investors to advance for road construction, creating conditions for the projects to be constructed and put into operation.
After listening to the opinions of the delegates, concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the dry and rainy weather in July had greatly affected the development of production and people's lives. Storm No. 3 caused damage to Nghe An of 654 billion VND.
Directing solutions in the coming time, the Chairman of the Provincial People's Committee emphasized: To ensure the successful completion of the 2018 plan targets, all sectors and levels need to continue to overcome difficulties and challenges; persevere in achieving the set goals, resolutely and effectively implement tasks and solutions under the direction of the Central Government and the Provincial People's Committee. Based on the tasks for the last 6 months of the year, in August 2018, it is necessary to strengthen the direction of implementing the key tasks and solutions for the last 6 months of the year approved by the Provincial People's Council; enhance the initiative in directing and implementing the targets and tasks according to the set scenarios.
