Nghe An resolves difficulties in key projects
(Baonghean) - In order to attract many large investment projects to the area, contributing to changing the socio-economic face of the province, in recent years, all levels, sectors and localities in Nghe An have actively accompanied investors at all stages of the project.
Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee discussed with Nghe An Newspaper about this issue.
PV:Dear comrade, with solutions to promote administrative reform, inheriting experiences in attracting investment in previous years, in the first 6 months of 2018, how is the implementation of projects in the province?
Comrade Nguyen Xuan Duong:After the successful meeting with investors in Nghe An at the beginning of the new year, the province granted investment registration certificates to 9 projects and signed 16 memorandums of understanding and investment cooperation agreements in Nghe An with a total registered capital of 13,152 billion VND. As of June 2018, Nghe An had 5/9 projects granted investment approval decisions or investment registration certificates. There were 5 projects implemented on schedule, 4 projects implemented but still facing difficulties. For 18 projects signed memorandums of understanding on investment cooperation, 2 projects were approved for investment (Nghi Loc Garment Factory Project; Project of linking clean rice production and lotus seed production); 6 projects implemented on schedule; 6 projects implemented but facing difficulties and 4 projects were slow to implement.

PV:Currently, there are many large projects being implemented in our province. Could you please evaluate the progress of these projects?
Comrade Nguyen Xuan Duong:With the highest sense of responsibility, the Provincial Party Committee, the Provincial People's Committee, and all sectors and levels have done a very good job of promoting and attracting investment into the area, resolving investment procedures and investors' problems as quickly as possible, thanks to which the progress of the projects has achieved many encouraging results. By June, there were many positive signals from projects such as: Hermaraj Industrial Park had handed over over 140 hectares of land and handed over the raw material area in Nghi Hung commune; VSIP Nghe An had basically completed the technical infrastructure of the industrial park and had attracted secondary projects to register for investment, nearly filling up the area of the industrial park; Vissai Cement Grinding Station and Seaport had been completed and put into operation,...
However, compared to the set progress requirements, there are still some related problems, slowing down the progress of some projects. Specifically: Land clearance (GPMB) for the urban area at VSIP project is still slow; Masan Brewery has not yet handed over all the land; FLC Tourism Project has not yet completed procedures. TH Group's projects still have some problems that need to be further resolved.

PV:So, comrade, how will the removal of important projects in the coming time be specifically directed?
For the WHA Hemaraj Industrial Park Project, the Provincial People's Committee has assigned the Southeast Economic Zone Management Board to preside over and coordinate with the investor to agree on the survey location for the second leveling soil material area. Continue to work with the Department of Planning and Investment, the Department of Finance, the Department of Agriculture and Rural Development to advise the Provincial People's Committee on the investment policy for the lighting system on the N5 route through the Hemaraj Industrial Park. Nghi Loc District People's Committee speeds up the site clearance for the remaining area of the project and the area outside the project boundary, to be completed before July 15, 2018. The Provincial People's Committee has assigned the Department of Natural Resources and Environment to carry out the procedures for signing a land lease contract with the investor for the leveling soil material area, to be completed before July 10, 2018. The Provincial People's Committee also requested the investor to implement construction on the area of 140 hectares that has been handed over the site.
For the Cua Hoi Amusement Park Project, the People's Committee of Cua Lo Town needs to focus on coordinating with investors to speed up the progress of making detailed construction plans for the project, submitting them to the Department of Construction for appraisal in early August 2018 to report to the Provincial People's Committee to submit to the Provincial Party Committee. For the Commercial Center and Shophouse Housing Project, the People's Committee of Thai Hoa Town is assigned to focus on coordinating with the Department of Planning and Investment to promptly submit the Investor Selection Plan for approval, completing the selection of investors in accordance with current regulations in August 2018. The Provincial People's Committee assigned Thai Hoa Town to focus on completing site clearance in October 2018 to hand over the site to investors to start construction.

As for the Project of Renovation of Area B, Quang Trung Apartment Complex, Vinh City, the Provincial People's Committee will soon meet with Vinh City to have a specific plan for site clearance. For the Masan Beer and Beverage Factory Project, the Nghi Loc District People's Committee needs to propagate and mobilize households and promptly complete the payment of support to households to ensure the site for project construction in the 5.6 ha area before July 20, 2018.
Regarding the Project of planting fruit trees, timber trees combined with tourism at Ve Vung Lake of TH Group, based on the opinions of Bac Irrigation Company Limited, the Department of Agriculture and Rural Development on the use of the water surface of Ve Vung Lake, and the advice of the Department of Planning and Investment, the Provincial People's Committee will report to the Standing Committee of the Provincial Party Committee before July 20, 2018.
Song Lam Cement Plant Project, Song Lam Cement Joint Stock Company is requested to coordinate with the Department of Natural Resources and Environment, the Department of Construction to work with the Ministry of Natural Resources and Environment and the Ministry of Construction to complete the procedures for exploiting limestone and clay mines in July 2018, submit to the Prime Minister for approval to add 4 raw material mines to the mineral planning for cement production in the third quarter of 2018; Complete the procedures for the Environmental Impact Assessment Report and procedures related to the Song Lam 2 Cement Plant project, ensure the environment in the factory area and on the raw material transportation routes; Ensure safety in production, environmental sanitation, and traffic safety. Do Luong District People's Committee closely coordinates with investors to resolve related problems, ensure security and order, guide and request investors to ensure the environment, labor safety and other related issues in accordance with regulations.
Regarding the Nghi Thiet Cement Grinding Station and Port Project, the Provincial People's Committee assigned the Nghi Loc District People's Committee to preside over and coordinate with the investor to handle the issue of site clearance for the grinding station area.
With attention to direction and regular resolution of existing problems, specific to each project, we believe that in the coming time, key projects will achieve the set progress milestones.
