Nghe An resolves obstacles for key projects.

(Baonghean) - In order to attract more large investment projects to the area, contributing to changing the socio-economic face of the province, in recent years, all levels, sectors, and localities in Nghe An have actively accompanied investors at every stage of the project.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - discussed this issue with Nghe An Newspaper.

PV:Comrade, with the solutions to accelerate administrative reform and building on the experience of attracting investment in previous years, how is the implementation of projects in the province progressing in the first six months of 2018?
Comrade Nguyen Xuan Duong:Following the highly successful meeting with investors in Nghe An at the beginning of the new year, the province awarded investment registration certificates to 9 projects and signed 16 memorandums of understanding for investment cooperation in Nghe An with a total registered capital of VND 13,152 billion. As of June 2018, Nghe An had 5 out of 9 projects granted investment approval decisions or investment registration certificates. Five projects are progressing on schedule, while four projects have commenced but are facing difficulties. Regarding the 18 projects that signed memorandums of understanding for investment cooperation, two projects have received investment approval (Nghi Loc Garment Factory Project; Clean Rice and Lotus Peanut Production Linkage Project); six projects are progressing on schedule; six projects have commenced but are facing difficulties; and four projects are experiencing delays.

PV:Currently, there are many large projects being implemented in our province. Could you please give us your assessment of the progress of these projects?
Comrade Nguyen Xuan Duong:With the highest sense of responsibility, the Provincial Party Committee, the Provincial People's Committee, and all relevant departments and levels have done an excellent job in promoting and attracting investment to the province, resolving investment procedures and investor obstacles as quickly as possible. As a result, the progress of projects has achieved many encouraging results. By June, there were many positive signs from projects such as: Hermaraj Industrial Park had handed over over 140 hectares of land and raw material areas in Nghi Hung commune; VSIP Nghe An had basically completed the industrial park's technical infrastructure and had attracted secondary projects to register for investment, almost filling the industrial park's area; Vissai Cement Grinding Plant and Seaport had been completed and put into operation,...

However, compared to the set schedule, there are still some related obstacles that are slowing down the progress of some projects. Specifically: Land clearance for the urban area at the VSIP project is still slow; Masan Brewery has not yet handed over the full land; FLC's tourism project still has incomplete procedures. TH Group's projects still have some obstacles that need to be resolved.

PV:So, Comrade, what specific instructions will be given for resolving the issues surrounding these important projects in the coming period?

Comrade Nguyen Xuan Duong:The Provincial Party Committee and the Provincial People's Committee are directing the progress of key projects. Regarding the VSIP Industrial and Urban Area Project, the Hung Nguyen District People's Committee needs to focus on resolving all outstanding issues and obstacles in compensation and land clearance. The district must coordinate with VSIP Nghe An Co., Ltd. to resolve these issues completely before July 2018 to acquire land in the Soil Mine area (Zones 1C and 1E) for project construction. The Hung Nguyen District People's Committee should coordinate with VSIP Nghe An Co., Ltd. to agree on the construction of a cemetery within the land allocated for the VSIP Project, and simultaneously promote and encourage people to relocate graves to the newly planned cemetery. The Southeast Economic Zone Management Board should urgently work with relevant departments and VSIP Company to survey the area for the expansion of phase 2 of the project.
Regarding the WHA Hemaraj Industrial Park Project, the Provincial People's Committee has assigned the Southeast Economic Zone Management Board to take the lead and coordinate with the investor to finalize the survey location for the second source of fill material. They will continue working with the Department of Planning and Investment, the Department of Finance, and the Department of Agriculture and Rural Development to advise the Provincial People's Committee on the investment policy for the lighting system along the N5 road section passing through the Hemaraj Industrial Park. The Nghi Loc District People's Committee is accelerating the land clearance process for the remaining area of ​​the project and the area outside the project boundary, to be completed before July 15, 2018. The Provincial People's Committee has assigned the Department of Natural Resources and Environment to carry out the procedures for signing a land lease contract with the investor for the fill material source area, to be completed before July 10, 2018. The Provincial People's Committee also requested the investor to proceed with construction on the 140 hectares of land already handed over.
Regarding the Cua Hoi Entertainment Area Project, the People's Committee of Cua Lo town needs to focus on coordinating with the investor to accelerate the progress of preparing the detailed construction plan for the project, submitting it to the Department of Construction for appraisal in early August 2018 to report to the Provincial People's Committee for submission to the Standing Committee of the Provincial Party Committee. For the Commercial Center and Shophouse housing project, the People's Committee of Thai Hoa town is tasked with focusing on coordinating with the Department of Planning and Investment to promptly submit the Investor Selection Plan for approval, completing the investor selection in accordance with current regulations in August 2018. The Provincial People's Committee assigns Thai Hoa town to focus on completing land clearance by October 2018 to hand over the land to the investor for commencement of construction.

Regarding the Project to renovate Zone B of the Quang Trung apartment complex in Vinh City, the Provincial People's Committee will soon hold a meeting with Vinh City to develop a specific land clearance plan. For the Masan Brewery and Beverage Plant Project, the Nghi Loc District People's Committee needs to disseminate information, persuade households, and urgently complete the payment of compensation to households to ensure the project's construction site is available in the 5.6-hectare area before July 20, 2018.

Regarding the Masan Pig Farm Project, the Department of Construction will guide and expedite the procedures for adjusting the planning and construction design of Farm S1 in July 2018, so that the investor can start construction soon.

Regarding the TH Group's project for planting fruit trees and timber trees combined with tourism at Ve Vung Lake, based on the opinions of the Northern Irrigation Company Limited, the Department of Agriculture and Rural Development on the use of Ve Vung Lake's surface water, and the advice of the Department of Planning and Investment, the Provincial People's Committee will report to the Standing Committee of the Provincial Party Committee before July 20, 2018.
Regarding the Song Lam Cement Plant project, it is requested that Song Lam Cement Joint Stock Company coordinate with the Department of Natural Resources and Environment and the Department of Construction to work with the Ministry of Natural Resources and Environment and the Ministry of Construction to complete the procedures for exploiting limestone and clay mines in July 2018, and submit to the Prime Minister for approval the addition of 4 raw material mines to the mineral resource plan for cement production in the third quarter of 2018; complete the Environmental Impact Assessment Report procedures and other procedures related to the Song Lam 2 Cement Plant project, ensuring environmental protection in the plant area and along the raw material transportation routes; ensure safety in production, environmental hygiene, and traffic safety. The People's Committee of Do Luong District will closely coordinate with the investor to resolve related obstacles, ensure security and order, and guide and require the investor to implement environmental protection, labor safety, and other related issues in accordance with regulations.
Regarding the Nghi Thiet Cement Grinding Plant and Port Project, the Provincial People's Committee has assigned the Nghi Loc District People's Committee to take the lead and coordinate with the investor to handle the land clearance issue in the grinding plant area.
With focused guidance and regular resolution of existing issues, specifically for each project, we are confident that key projects will achieve their set progress milestones in the near future.
