(Baonghean.vn) - This is the direction of comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee at the conference to review the work of disseminating and educating the law (PBGDPL) in the first 6 months of the year and the direction and tasks for the last 6 months of 2018, which took place on the afternoon of July 27.
According to the assessment at the conference, in the first 6 months of 2018, the work of disseminating and educating the law in the whole province was deployed with the right focus and key points. The standing agency of the Coordination Council for Dissemination of Legal Information at all levels promptly advised and issued many plans to deploy the work of Dissemination of Legal Information to all cadres and people.

The propaganda content has closely followed the economic, political and social tasks in the locality, newly issued legal documents have been deployed promptly, fully and in accordance with the set plan. The forms of legal dissemination have been diversified with many innovations suitable for each subject and locality, the application of information technology in legal dissemination work (policy dialogue, online legal knowledge contest, legal dissemination page on Facebook, Zalo, Website...) has brought about certain effectiveness, becoming the spearhead in the activities of legal dissemination work in particular and judicial work in the locality in general.

In the first 6 months of 2018, provincial departments, branches, sectors and organizations organized 1,930 direct legal dissemination and propaganda sessions for 154,954 people (an increase of 686 compared to the same period in 2017). The new point in the form of legal dissemination and propaganda is that the organizing agencies and units have increased the exchange and dialogue on policies and laws between state management agencies and businesses and people.
The Council has provided timely, methodical, and extensive advice in the implementation of propaganda and dissemination of new legal documents passed by the National Assembly, especially the 2015 Penal Code (amended and supplemented in 2017); the Law on Access to Information, the Law on Religious Beliefs; the 2017 Law on State Compensation Liability; the Law on Handling of Administrative Violations... Thereby, contributing to raising understanding and sense of responsibility in respecting and complying with the Constitution and laws, creating a habit of voluntarily studying the law in the whole society.

In addition, the conference also pointed out the shortcomings and limitations in the work of legal dissemination and education in the province, such as the consultation and advice of some members and secretaries of the Council in some units and localities are not clear, still scattered, lacking focus, key points are not close to the needs, not linked to the responsibility of studying, understanding the law and professional training activities of cadres and civil servants.
The quality of human resources for implementing legal dissemination work is still limited, especially the propaganda team at the commune level, in ethnic minority areas, and in remote areas. The team of teachers teaching Civic Education and legal subjects in schools lacks innovation in teaching and learning methods.

At the conference, delegates also gave many comments on the work of legal dissemination in the sectors, on that basis, proposed solutions to improve the effectiveness of legal dissemination in the coming time.

Concluding the conference, Comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee highly appreciated the efforts of all levels and sectors in disseminating legal information to people and businesses. However, the Vice Chairman of the Provincial People's Committee also said that in reality, people's awareness of the law still has certain limitations, so it is necessary to consider raising legal awareness for people as a key task, it is necessary to have analysis and assessment to clearly understand the causes leading to the above situation to achieve higher efficiency in legal information dissemination work.
He requested the sectors to review, deploy and promote the completion of the assigned tasks associated with the role of each member in the Provincial Legal Dissemination Coordination Council; continue to review, consolidate and improve the team of legal reporters, propagandists and grassroots mediators in the province.
At the same time, direct the guidance and organize the dissemination of newly issued or effective legal contents in 2017 and 2018; policies and legal regulations that public opinion is interested in or need to orient public opinion in connection with political tasks, socio-economic development, and ensuring national defense and security in the area.
