Principals will be classified into four levels.
Principals will be classified by evaluation results according to the following levels: good - fair - standard - unsatisfactory.
That is one of the important contents stated in the Regulation on Standards for Principals of General Education Institutions issued with Circular No. 14/2018/TT-BGDDT of the Ministry of Education and Training. This Circular takes effect from September 4, 2018.

According to the above Regulations, the principal evaluation process includes: The principal self-evaluates according to the principal standards; The school organizes to collect opinions from teachers and staff in the school about the principal according to the principal standards.
The head of the direct management agency shall conduct the assessment and notify the principal assessment results according to the principal standards based on the principal's self-assessment results, the opinions of teachers and staff, and the principal's actual performance of duties through authentic and appropriate evidence.
Regarding the assessment cycle and authority, Article 11 of the above Regulations clearly states: The principal shall self-assess once a year at the end of the school year; The directly superior management agency shall assess the principal once every two years at the end of the school year. In special cases, the superior management agency shall decide to shorten the assessment cycle.
The Head of the Department of Education and Training presides over the assessment of principals of primary schools, secondary schools, multi-level general schools with the highest level being junior high school, ethnic boarding schools, and district-level ethnic boarding schools;
The Director of the Department of Education and Training presides over the assessment of principals of high schools, general schools with many levels of education with the highest level being high schools, specialized schools, and provincial-level boarding schools for ethnic minorities;
Heads of universities, institutes and academies preside over the assessment of principals of affiliated general education institutions; Head of the Department of Organization and Personnel (Ministry of Education and Training) preside over the assessment of principals of affiliated general education institutions.
