The school year summary report reviewed the nine main tasks and five basic solutions of the education sector in the past school year. In addition, it acknowledged the shortcomings and inadequacies in the arrangement of the school network, the lack of schools in industrial parks, urban areas, export processing zones, especially kindergartens.

In many places, facilities and equipment for teaching are still lacking and outdated, failing to resolve the problem of local teacher surplus and shortage. The implementation of innovation in general education textbooks is still slow, not ensuring the set roadmap.

In his concluding remarks at the conference, Deputy Prime Minister Vu Duc Dam acknowledged the efforts of the education sector in recent years. However, he also discussed many issues surrounding the implementation of comprehensive fundamental education reform and requested the entire sector to thoroughly understand that there must be a roadmap for implementation. The implementation process must be scientific, open-minded and persistent with what is right. The reform must also follow the world trend, universities must be autonomous, and management of education levels must be less administrative.

He also requested that localities pay attention to the teaching staff, the arrangement must be based on the characteristics of each locality, not based on the total payroll. The streamlining should not be done mechanically but must be implemented in a roadmap, mainly focusing on indirect payrolls, avoiding the situation of teachers teaching cross-subjects or transferring from junior high school to primary school or kindergarten...

He also hopes that in the coming time, localities need to pay attention to the issue of facilities, classroom hygiene, school gardens... On the part of the teaching staff, they must be truly exemplary, if they violate, they must definitely leave the profession, not to affect generations of students. Strengthen the supervisory role of the community, parents, and students.

The education sector also needs to frankly acknowledge the shortcomings and correctly evaluate the results that have been achieved. From there, in the spirit of learning, continue to promote and bring Vietnamese education to real innovation and further development.

The summary conference also frankly assessed the shortcomings of the recent National High School Exam when the exam questions were not really suitable for the National High School Exam, the exam questions had high difficulty levels; the multiple-choice scoring software still had many loopholes in security, which could be exploited to distort exam results; the responsibility for directing, managing the organization of the exam and the supervisory role of the Ministry in all stages at the local level as well as the responsibility of the localities were not really adequate, leading to negativity and organized fraud, causing confusion among students and public opinion.
