The Hanoi People's Procuracy has just completed the indictment, proposing to prosecute Lo Thi Thuong (30 years old, from Dien Bien) for the crime ofIllegal drug trafficking.
After finishing 7th grade, Thuong dropped out due to her love of playing. At 19, she joined the drug trafficking business for bosses in Dien Bien to Hanoi.Over the years, this woman has established relationships and gained experience and tricks in buying, selling, and transporting drugs.
When she had the goods, Thuong split off to do her own business. Sheset the principle: receive money first, deliver goods later, so many trips get past the authorities, if caught, it's just ownerless goods.
From a mountain girl, Thuong became a drug lord, living a rich life in a luxury apartment in Ha Dong district (Hanoi). With money and attractive looks, Thuong won the hearts of money-hungry men, who were greedy for "new things" and then recruited them into an inter-provincial drug ring.
Although she already had a husband and children, Thuong had special feelings for Pham Van Hau (34 years old, from Phu Tho), one of the most notorious gangsters. Hau was one of Thuong's drug "distributors".
The drug ring led by Thuong was planned to be destroyed by the Drug Police Department's Task Force (Ministry of Public Security). At the end of January, following the traces of the passenger bus transporting drugs to Hanoi by Thuong, the task force arrested Hau when he stood up to receive the goods. Phase one ended, the investigation expanded, the task force arrested Nguyen Thi Hoa (42 years old, Hanoi); Dinh Thi Nga (21 years old, Yen Bai).

Late on the evening of April 12, she brought three packages of heroin, five ecstasy pills and crystal meth to Hoang Van Thai Street (Thanh Xuan District) to meet a customer. As soon as she delivered the goods to her partner, Thuong was checked and arrested by the police.

Hanoi People's Procuracy prosecuted Thuong under Clause 4, with a penalty of up to death.However, at the time of her arrest, Thuong was 7 months pregnant. In May, she gave birth and the child was given to relatives to care for.
Mr. Nguyen Anh Thom (Hanoi Bar Association) said that defendants who have children under 36 months old and commit particularly serious crimes will have their sentences reduced.
"Clause 2, Article 40 of the 2015 Penal Code stipulates:The death penalty shall not be applied to persons under 18 years of age when committing crimes, pregnant women, women raising children under 36 months of age, or persons 75 years of age or older when committing crimes or at trial," said Mr. Thom.
