Decent treatment to attract honest, loyal and talented staff

Speaking at the opening of the conference, comrade Mai Van Chinh - Member of the Party Central Committee, Deputy Head of the Central Organization Committee said that Singapore's experience in building an "elite government apparatus" is of great significance to Vietnam in the current period when the entire political system is focusing on implementing Resolution 6 of the Central Committee (12th tenure) on continuing to innovate and reorganize the political system's apparatus, streamlining it, and making it operate effectively and efficiently.
The Deputy Head of the Central Organizing Committee also affirmed that Singapore's experience will create conditions for cadres in the political system at all levels to research with a breakthrough mindset and strategic vision on the organization of Vietnam's apparatus in the coming time.
Presenting directly on "building an elite public administration", Associate Professor Dr. Vu Minh Khuong - Lecturer at the Lee Kuan Yew School of Public Policy shared 8 global trends, especially the trends of globalization, urbanization, population aging, and the 4.0 industrial revolution; thereby affirming the necessity of building an "elite government apparatus".
Sharing experiences from Singapore, Associate Professor Dr. Vu Minh Khuong clearly stated the basic principles in building an “elite government apparatus”. In which, the principle of direction and leadership plays a key role; the Government must take the lead in grasping change, must be at the forefront of the flow of the times, and at the same time establish a clean and effective Government. When ministers gain the respect and trust of the people, civil servants can hold their heads high and act decisively.
It is also about selecting and attracting a team of genuine, honest, talented and dedicated cadres; along with that is a policy of treatment worthy of their working efforts, with no opportunity to get rich dishonestly; that is, if we want to have an "elite government apparatus", we need to attract the best people into the apparatus...

According to Associate Professor, Dr. Vu Minh Khuong, Singapore's experience in building an "elite government apparatus" can be applied to the actual conditions of Vietnam. To do so, it is necessary to satisfy the conditions of good governance with the following characteristics:
Open, enlightened and consistent policy-making capacity; a public administration imbued with professional ethics, acting for the common good; rule of law; transparent processes; attracting strong participation and contribution of the people in the process of law-making and enforcement.
Associate Professor, Dr. Vu Minh Khuong also affirmed the need to innovate thinking in a breakthrough direction based on a vision for the future, not to solve the present; turning difficulties, specifically the current cumbersome and ineffective apparatus, into motivation and advantages to create a strong will and determination to reform the "elite government apparatus" in Vietnam among the leadership team.
