Hung Nguyen: Some commune officials do not understand the regulations on administrative procedures, causing waste for the people.

(Baonghean.vn) - This is the assessment of the administrative reform inspection team of Nghe An Department of Home Affairs in Hung Nguyen district on the afternoon of August 6.

On the afternoon of August 6, the administrative reform inspection delegation led by Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs had a working session in Hung Nguyen district.

Through inspections at departments and offices under the District People's Committee and two communes of Hung My and Hung Dao, the inspection team assessed that besides the achieved results, the district's administrative reform work still has some shortcomings and limitations.

Specifically, the Department of receiving and returning results under the one-stop mechanism of the district is still limited, equipment and facilities do not meet the requirements; administrative procedures implemented under the one-stop mechanism do not comply with regulations (114/202 administrative procedures).

Mr. Pham Van Luong - Head of the Department of Home Affairs' Administrative Reform Department assessed: Some procedures are still being handled at specialized departments. Through checking the probability of some administrative procedure files being processed slowly in 2017 (16%), there are redundant file components.

At the commune level, the list of administrative procedures under the authority to resolve has not been accurately determined, the posting and resolution of administrative procedures at the one-stop shop is incomplete and not in accordance with regulations...

"The common situation in communes is that officials and civil servants do not fully understand the regulations, so when handling administrative procedures, there are still redundant documents, requiring certified copies, causing waste for people" - said Mr. Tran Anh Tuan - Deputy Head of the Administrative Reform Department, Department of Home Affairs.

The implementation of administrative discipline in some units, communes and towns is sometimes not serious; officials and civil servants still violate working hours; the procedure for issuing documents is not in accordance with regulations, and there is still a situation of abusing certified copies in handling procedures and documents.

Explaining one of the reasons for the slow resolution of administrative procedures, Mr. Nguyen Xuan Thuy - Chief of Office of Hung Nguyen District People's Committee said that it was due to outdated machinery and equipment that operated poorly. The Office proposed that the district pay attention to investing in equipment at the one-stop shop.

“In addition, the application of information technology in the district still faces many difficulties, especially at the grassroots level, in terms of infrastructure and IT human resources. In the coming time, the district will focus on overcoming these weaknesses,” said Mr. Thuy.

Clarifying the administrative reform work of Hung Nguyen district, Chairman of Hung Nguyen District People's Committee Ngo Phu Han admitted that the apparatus of cadres and civil servants, especially at the commune level, is still limited, so there is confusion in handling administrative procedures, and there is a situation where civil servants do not understand the regulations and which tasks are of the district and which tasks are of the commune.

To improve administrative reform work in the district, the head of Hung Nguyen district government emphasized: The ultimate goal of administrative reform work is to satisfy the people. The district will review the internal regulations of departments to amend them appropriately, direct departments and offices to bring administrative procedures to the one-stop shop; review and recommend superiors to reduce administrative procedures, file components, and reduce the time to handle administrative procedures.

At the same time, to save time and costs, Hung Nguyen district is investing in equipment to organize online conferences with communes, towns and villages.

Concluding the meeting, Deputy Director of the Department of Home Affairs Le Dinh Ly suggested that in the coming time, the People's Committee of Hung Nguyen district should advise the Standing Committee of the District Party Committee to issue a resolution on administrative reform; improve the quality of operations of the reception and return of results according to the one-stop mechanism at the People's Committee of the district and communes and towns.

Fully comply with the regulations of the one-stop mechanism, take responsibility for tasks, organization, staffing and finance according to regulations of the Central and the province; create favorable conditions for organizations and individuals when handling administrative procedures.

The district also needs to continue promoting the application of information technology in management and execution of tasks; and strengthening administrative discipline in the area.
