(Baonghean.vn) - That is the recommendation of Nghi Loc district representative at the working session with the Supervisory Delegation of the Provincial National Assembly Delegation on the implementation of the law on receiving citizens, handling complaints and denunciations related to land acquisition, compensation for site clearance to implement projects in the area on the morning of August 17.

According to Nghi Loc district's report, from the beginning of 2016 to June 30, 2018, the district has implemented 50 projects with a total recovered land area of 254.92 hectares.
Regarding receiving citizens and resolving complaints and denunciations related to land acquisition, compensation and clearance, from the beginning of 2016 to the end of June 2018, the district organized to receive 73 citizens with 9 cases, including 2 complaints; 7 petitions and reflections related to the National Highway 1A expansion project.
The total number of petitions received was 135 cases related to 105 incidents; 5 complaints; 1 denunciation and 99 recommendations.
Up to now, 5 complaints have been resolved by the District People's Committee and the conclusion is: the complaints are wrong. Citizens who disagree with the resolution and continue to complain to higher levels, the Provincial People's Committee has handled 3/5 cases and agreed to maintain the district's resolution decision. The remaining 2 cases are in the process of being resolved by the Provincial People's Committee.

The District People's Committee has issued a conclusion on 1 false accusation case and the Provincial People's Committee has also agreed with the initial handling of the District People's Committee. In addition, for complicated and prolonged petitions, the District People's Committee has assigned specialized departments and offices to directly handle them.
Regarding the results of handling complaints and denunciations (KNTC) about land acquisition and compensation work in Nghi Loc district, Deputy Head of the Provincial Citizen Reception Board Thai Minh Tuan highly appreciated Nghi Loc as a unit that has done a good job in handling complaints and denunciations. "Some cases have not been resolved convincingly, the district should focus on doing a better job with more convincing results. During the resolution process, it is necessary to detect policy conflicts and problems in legal regulations and make satisfactory proposals" - Mr. Tuan said.

Explaining the issues the monitoring delegation was concerned about, Mr. Nguyen Thanh Hai - Vice Chairman of the District People's Committee said: Nghi Loc is a locality with "projects overlapping projects", the workload related to site clearance is large, Nghi Loc faces many difficulties. The district focuses the entire political system on site clearance work.
According to the Vice Chairman of Nghi Loc District People's Committee, one of the reasons leading to difficulties and limitations in handling complaints and petitions regarding site clearance is poor land management records. Nghi Loc has a backlog of about 10,000 residential land plots without Land Use Right Certificates, and is currently processing the issuance of 7,000 Land Use Right Certificates. In addition, the area of agricultural land after conversion has not had funds to measure and issue new certificates.
The Vice Chairman of Nghi Loc District People's Committee reflected on the shortcomings of the current situation when implementing the project, the investor has not implemented it as committed when it came into operation. "The province needs to have a policy to care about post-clearance and land acquisition, which is to solve jobs for workers, especially giving priority to families whose land is acquired, environmental pollution issues, and social security for localities related to land acquisition for projects" - Mr. Hai suggested.
Regarding this content, Standing Deputy Secretary of the District Party Committee Dinh Thi Tam reflected on the content of the people's petition reflecting many issues about suspended planning, inadequacies, and inconsistencies in compensation policies for site clearance.
"Nghi Loc is a locality with a large area and population affected by land acquisition for project implementation. The issue the district is most concerned about is stabilizing people's lives after land acquisition. Because some businesses do not accept workers over 30 years old. The most worrying thing is that after 5-10 years, when people have used up all the compensation money for land acquisition, there will be no jobs, leading to the risk of social evils" - the Standing Deputy Secretary of the District Party Committee worried.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien highly appreciated the results achieved by Nghi Loc district in site clearance work.
The Deputy Head of the Provincial Delegation of National Assembly Deputies suggested that the district continue to pay attention to propaganda work so that the entire political system and people clearly understand the compensation policy for land acquisition and clearance, and do a good job of classifying petitions and letters to forward them to relevant competent departments and branches for timely resolution.
The district needs to invest in facilities and improve the quality of staff working to resolve complaints and denunciations.

Strengthen the inspection and supervision of compensation for site clearance and land acquisition policies.
During the implementation process, if any inadequacies or problems are discovered, recommendations should be made to superiors for timely guidance and amendments.
