The 'lightning fast' career path of the Deputy Director of the Department of Foreign Affairs

In September 2011, right after being admitted to the Party, Mr. Hoang applied to transfer from the Ho Chi Minh City branch of the Petroleum Securities Joint Stock Company to work at the People's Procuracy of Binh Dinh province. At that time, Mr. Hoang's father was still the Director. On September 28, 2011, the People's Procuracy of Binh Dinh province issued a decision to accept Mr. Hoang and arrange him to work at the Personnel Organization Department of the Institute from October 1, 2011, ranked as a level 2 specialist, with a salary coefficient of 2.67. This entire process was conducted without an exam.
Ms. Hoang Huynh Thuy - Head of the Personnel Department of the Binh Dinh Provincial People's Procuracy confirmed that they had accepted Mr. Nguyen Duc Hoang to work but without taking an exam. "At that time, the Provincial People's Procuracy had submitted an application for recruitment of Mr. Hoang," Ms. Thuy said.
According to an official from the Department of Home Affairs of Binh Dinh province, there is no regulation allowing transfer from enterprises to state agencies to become civil servants without passing the exam (except in special cases). Mr. Nguyen Duc Hoang was not in a special case, and at that time he did not meet the conditions stipulated in Decree No. 24/2010/ND-CP of the Government regulating the recruitment, use and management of civil servants.
Regarding the "rapid" promotion of Mr. Nguyen Duc Hoang (born in 1986), Deputy Director of Binh Dinh Department of Foreign Affairs, and the irregularities in his Party membership records, on August 17, the Office of the Organizing Committee of Binh Dinh Provincial Party Committee said that this unit is still conducting inspections and reviews.
"After having specific information, the Provincial Party Committee's Organizing Committee will inform the press," said a leader of this Committee.
