Tại cuộc họp, bên cạnh đánh giá cao hoạt động và sự phối hợp với các cấp, các ngành, địa phương trong việc triển khai thực hiện Nghị quyết HĐND tỉnh cũng như giải quyết các kiến nghị, phản ánh của cử tri, đồng chí Nguyễn Xuân Sơn - Phó Bí thư Thường trực Tỉnh ủy, Chủ tịch HĐND tỉnh đã phê bình một số sở, ngành chậm triển khai Nghị quyết HĐND tỉnh vào cuộc sống.

Chủ tịch HĐND tỉnh yêu cầu Thường trực và các Ban HĐND tỉnh cần đôn đốc quyết liệt trách nhiệm của đại biểu HĐND tỉnh trong công tác tiếp dân và giải quyết đơn thư khiếu nại, tố cáo của công dân.

Hàng tháng, ngoài giám sát, khảo sát theo các nội dung đã xác định cần chú trọng giám sát việc thực hiện theo các ý kiến tại phiên thảo luận, chất vấn, giải trình tại kỳ họp HĐND tỉnh, các kết luận, kiến nghị thông qua giám sát cũng như các lĩnh vực mà nghị quyết HĐND tỉnh đề ra.

Chủ tịch HĐND tỉnh Nguyễn Xuân Sơn cũng đề nghị UBND tỉnh quan tâm và chỉ đạo quyết liệt hơn nhằm giải quyết các vấn đề bức xúc hoặc các vấn đề được cử tri và nhân dân quan tâm, như tranh chấp địa giới hành chính, đất đai giữa các huyện, giữa doanh nghiệp và người dân; công tác đền bù GPMB Quốc lộ 1A; công tác cấp và cấp đổi giấy chứng nhận quyền sử dụng đất; khai thác cát sỏi và khoáng sản trái phép…

Người đứng đầu HĐND tỉnh Nghệ An cũng yêu cầu tập trung chuẩn bị cho Hội nghị Thường trực HĐND các tỉnh Bắc Trung Bộ được tổ chức tại Nghệ An vào cuối tháng 8 này.

Trước đó, phát biểu tại cuộc làm việc, Phó Chủ tịch HĐND tỉnh Cao Thị Hiền cho rằng, việc tiếp công dân của đại biểu HĐND tỉnh mặc dù được quy định bắt buộc trong Luật Tổ chức chính quyền địa phương và Quy chế hoạt động HĐND tỉnh, tuy nhiên hoạt động này chưa được các đại biểu thực hiện nghiêm túc. Trong tháng 8, chỉ có 3/21 Tổ đại biểu HĐND tỉnh gửi báo cáo tham gia tiếp công dân cho Thường trực HĐND tỉnh.

Phó Chủ tịch HĐND tỉnh cũng cho rằng cần nghiên cứu, xây dựng phần mềm quản lý, theo dõi việc tiếp nhận, giải quyết đơn thư khiếu nại, tố cáo của công dân đảm bảo có hệ thống và khoa học.
