(Baonghean.vn) - 21 secondary school teachers in Nam Dan district were assigned to teach primary school at the beginning of this school year. Although the decision clearly stated the assignment period was 2 years, the Chairman of the district People's Committee was not sure whether they would be able to return after this period.

At the beginning of the 2018-2019 school year, for management staff, the People's Committee of Nam Dan district transferred 14 people and reappointed 12 people. Meanwhile, 17 primary school teachers were transferred to other schools due to reasons such as disciplinary violations, schools having excess teachers and personal wishes.

However, the most controversial decision was the decision to second 21 junior high school teachers to teach at primary schools. According to Mr. Le Trung Son - Head of the Department of Education and Training of Nam Dan district, this decision was made due to the current situation, the whole district has more than 40 junior high school teachers in surplus, while the primary school level is short of more than 20 people.

During the meeting with teachers on the afternoon of August 24, Mr. Dinh Xuan Que - Chairman of the People's Committee of Nam Dan district informed about the surplus of teachers at this level and the shortage of teachers at other levels. Mr. Que requested that those who are assigned or transferred must comply with the decision of the People's Committee of the district.

However, teacher Hoang Thi Mui refused to accept the decision to be seconded. “I will not accept this decision. I think it is unfair” - Ms. Mui burst into tears after raising her hand to express her opinion at the meeting with the head of the district People’s Committee.

She said that in the ranking, she was above two other math teachers, but she did not understand why the Pedagogical Council decided to second her to teach elementary school, while the other two were kept at the school.

When asked to explain Ms. Mui’s opinion, the principal of the female teacher’s workplace said that before this school year, the school had 6 teachers on the math list, and according to regulations, there was one extra person. Therefore, the school would have to send the teacher ranked last on a secondment.

“Our school has a total of 8 Math teachers, but 2 of them are classified as IT and Technology teachers. These 2 people were previously trained to teach Math, but then because the school lacked IT and Technology teachers, they were sent to study for a second degree to teach both subjects,” the principal said, adding that in the school-wide classification, these 2 teachers are ranked below Ms. Mui. However, because they are no longer part of the Math department, in the Math list there are actually only 6 teachers and Ms. Mui is the last one, so she has to be seconded.

Disagreeing with the principal's explanation, Ms. Mui continued to raise her hand to ask for her opinion. However, the Chairman of the District People's Committee did not agree.

The Nam Dan District People's Committee ended the meeting with the transferred teachers after nearly an hour, while in the hall below, many teachers' hands were still raised, asking to present to the head of the District People's Committee. They then had to accept the decision and leave with disappointed faces.

2 years or indefinitely?

The decision of the secondary school teachers who were seconded to teach primary school clearly stated that the secondment period is 2 years. However, at this meeting, Mr. Dinh Xuan Que said that "this period is not certain" but depends on the surplus or shortage of teachers in the next 2 years. This means that if Nam Dan continues to have the current teacher ratio in the next 2 years, these people will not be able to return to teach secondary school as stated in the decision.

What is worrying is that the new school year will begin in less than 10 days, but up to now, 21 secondary school teachers on secondment have not been trained in the methods and knowledge necessary to teach primary school.

"Before the new school year, we plan to train them for about one or two sessions," said Mr. Son, Head of the District Education and Training Department.

Meanwhile, in Dien Chau district, the training for secondary school teachers to teach primary school has been taking place for nearly a month. According to the lesson plan, the teachers will have 15 to 20 sessions!

According to the teacher transfer plan of Nam Dan district, the district will not directly decide who will go and who will stay but will assign this task to the schools. Schools are responsible for reporting the situation of teachers in each subject, whether they have a surplus or shortage.

In case of redundancy, the person ranked last in that subject will be “returned” by the school to the district, then the district will decide the “future” of this person. In addition, disciplinary violations such as having a third child are also on this list./.
