Attending and directing the congress were: Major General Nguyen Duc Hoa - Deputy Political Commissar of the Military Region; Major General Tran Minh Thanh - Head of the Political Department of the Military Region; and delegates representing the Heads of the General Staff, Political Department, Logistics Department, and Technical Department of the Military Region..

The congress was also attended by delegates representing the leadership and government of Do Luong, Thanh Chuong, and Anh Son districts, as well as 102 delegates representing agencies, units, and exemplary individuals and groups throughout the 324th Division.

Over the past five years, the emulation and reward work and the emulation movement in the Division have undergone comprehensive reform, from awareness in leadership and command to organization and implementation; truly serving as a lever and creating tremendous motivation to contribute to raising the overall quality and combat strength of the Division to a new level;

The ideological and political battleground has always been firmly maintained, resulting in progressive improvements in organizational development; the Division consistently fulfills its training, exercises, and troop discipline tasks, ensuring combat readiness; regular, green, clean, and beautiful barracks have been built; logistics and technical support have promptly met mission requirements, and the living standards of officers and soldiers have continuously improved; contributing to building a clean and strong Party Committee, a comprehensively strong Division, and outstandingly fulfilling assigned tasks.

Notable movements include: "Army Youth Striving for Excellence," "Army Youth Advancing into Science and Technology," "Youth of the Division: Pioneering, Creative, and Victorious," "Two Exemplary Role Models, Three Pioneering Actions," and many other emulation movements.

Over the past five years, the 324th Division has also renewed and strengthened over 14,000 training models and equipment; developed more than 1,100 outstanding technical innovations and improvements to serve training tasks; and mobilized over 11,500 man-days to assist the people in building new rural areas, overcoming the consequences of natural disasters, and fighting forest fires.

In his address to the Congress, Major General Nguyen Duc Hoa, Deputy Political Commissar of the Military Region, acknowledged and praised the achievements of the officers and soldiers of the 324th Division over the past five years; and at the same time, requested that in the coming time, the 324th Division continue to consolidate and build a strong unit in all aspects, meeting the requirements of combat readiness and achieving victory in all situations.

Party committees and commanders at all levels need to strengthen leadership and guidance, innovate emulation and reward work, and promote the "Determined to Win" emulation movement; creating motivation to improve the overall quality and combat strength of the Division, and successfully complete all assigned tasks.

At the Congress, the 324th Division commended and honored 31 collectives and individuals who had achieved outstanding results in the Division's Emulation Campaign for Victory during the 2013-2018 period.

In the coming period, the 324th Division will continue to strengthen the quality of training, combat readiness, Party work, political work, and the building of a regular and disciplined force, effectively implementing the three breakthroughs identified by the 11th Party Congress of the Division.

This involves ensuring good logistical, financial, and technical support for missions and improving the living standards of the troops; effectively implementing Directive 05 of the Politburo and Directive 87 of the Standing Committee of the Central Military Commission in conjunction with the campaign "Promoting traditions, contributing talents, and living up to the name of Uncle Ho's soldiers" and implementing Resolution 4 of the 12th Central Committee, contributing to building a clean and strong Party Committee and a comprehensively strong Division.
