The US Secretary of Commerce, in consultation with the heads of the State Department, the Treasury Department, the Department of Defense and other officials, will have the authority to grant quota exceptions for the supply of steel or aluminum products on certain items on the so-called Harmonized Tariff Grid (essentially a list of goods used for customs purposes).
That includes steel from South Korea, Brazil and Argentina, as well as aluminum from Argentina. These items will not be subject to tariffs.
US buyers can request an exception to the quota only if they cannot meet their needs by purchasing from US producers.
