Therefore, after receiving the above notice, Hoa Son Commune Youth Union quickly deployed a plan to each branch, each member, and youth in the whole commune with the spirit of being ready in terms of force to help families that are likely to be flooded or damaged.

On the afternoon of August 31, while the flood water was rising rapidly on Lam River, some communes in the district were threatened. Hoa Son Commune Youth Union mobilized dozens of union members and youths to go to families to coordinate with people to plant concrete pillars, spread steel nets and plastic nets to fence gardens, protect fish ponds, and move some furniture and assets of households to higher places to avoid flooding.

The active participation of the Hoa Son commune youth union members before the flood was a practical activity to help people minimize damage caused by floods, demonstrating the enthusiasm and initiative of the youth. It is known that, learning from the previous flood, as soon as the news of Ban Ve hydropower plant continuing to discharge floodwaters, local people were also more proactive in dealing with this flood.
