Phu Tho police are temporarily detaining and declaring 9 cars, freezing savings books worth hundreds of billions, and 13 apartment purchase contracts of 2 gambling bosses Nguyen Van Duong and Phan Sao Nam.

The People's Procuracy of Phu Tho province has just completed the indictment of the thousand-billion-dong gambling case that occurred in this province. According to the indictment, among the 92 defendants preparing to appear in court are Mr. Phan Van Vinh (former Director General of the General Department of Police) and Nguyen Thanh Hoa (former Director of the Department of High-Tech Crime Prevention Police) - Ministry of Public Security. These two defendants were prosecuted for the crime of Abusing positions and powers while performing official duties, according to Point a, Clause 2, Article 356 of the 2015 Penal Code (amended and supplemented in 2017).

The ringleader of this trillion-dong gambling ring is said to be Nguyen Van Duong (Chairman of the Board of Directors of High-Tech Security Development Investment Company Limited - CNC) and his accomplice Phan Sao Nam (Chairman of the Board of Directors and Director - VTC Online Company) who were both prosecuted for two crimes: Organizing Gambling and Money Laundering.

92 defendants are about to appear in court on 6 charges including Organizing gambling, Gambling, Illegal trading of invoices, Money laundering, Using the Internet to commit acts of property appropriation and Abusing positions and powers while performing official duties.

To date, the Security Investigation Agency has temporarily seized and confiscated many assets of gambling boss Nguyen Van Duong (Chairman of the Board of Directors of High-Tech Security Development Investment Company Limited - CNC). Among them, there are related documents and 2 savings books with the amount of 150 billion VND, temporarily seized during the search about 95 million VND, 1,327 USD, 32,000 Rup, temporarily detained 4 cars of various types, and frozen more than 8 billion VND in bank accounts.

During the initial investigation, Nguyen Van Duong confessed that he was supported by Mr. Phan Van Vinh and Nguyen Thanh Hoa, who created favorable conditions for him to organize online gambling. After receiving help and creating favorable conditions for the gambling ring to operate without being detected, Nguyen Van Duong gave Mr. Phan Van Vinh a Rolex watch (worth 7,000 USD), 27 billion VND, and 1.5 million USD.

Along with that, Nguyen Van Duong gave Mr. Nguyen Thanh Hoa about 20 billion VND, gave C50-Ministry of Public Security 700 million VND, and anti-virus software worth 30,000 USD. Regarding the trillion-dong gambling ring that was busted, the Phu Tho Provincial Police Investigation Security Agency is currently holding Phan Sao Nam (Chairman of the Board of Directors and Director of VTC Online Company) more than 821 billion VND, freezing nearly 77 billion VND in related bank accounts, seizing 2 houses worth 12.4 billion VND according to the contract, freezing 13 apartment purchase contracts worth more than 139 billion VND, and temporarily holding 5 cars of various types.

The indictment stated that in the case, Phan Sao Nam was the initiator and commander of a group of people from VTC online company and Nam Viet company who operated card games and organized gambling, causing particularly serious consequences.

During the investigation, Phan Sao Nam actively overcame the consequences, initially confessed honestly, repented, and actively helped investigate and detect crimes./.
