On the morning of September 5, continuing the meeting of the National Assembly Law Committee, examining the Project on piloting the merger of the Office of the National Assembly Delegation, the Office of the People's Council and the Office of the People's Committee of the province and centrally-run city, delegates proposed that the merger to establish a common Office must ensure the requirements of innovation and improve the quality and efficiency of the offices.

Delegates said: The construction of the Project must ensure the quality of consultation and service, reduce the number of focal points, reduce staff, establish a general support apparatus to meet the requirements of innovation and improve the quality and efficiency of the operations of these agencies.

Opinions agree with the name of the Joint Office. That is: Office of the National Assembly Delegation, People's Council and People's Committee of the province and centrally-run city. At the same time, it is believed that the regulation that the Joint Office is an agency directly under the People's Committee is reasonable to facilitate the management of staffing, budget and facilities.

Phan Thai Binh, member of the National Assembly Law Committee, said: “The National Assembly delegation is not the local government. Even if the law is amended in the future, it will not be possible to put the National Assembly delegation into the local government. Thus, there is only option 1 or option 2, not option 3.”

Regarding the organizational structure of the General Office, delegates proposed to establish departments according to service objects, expected to have no more than 11 departments and public service units.

The establishment of departments must create relative independence for the Office in simultaneously advising and serving three entities: the National Assembly Delegation, the People's Council, and the Provincial People's Committee.

However, there are also opinions of delegates that the above merger is mechanical, so establishing departments according to the content and nature of work will create a streamlined Office apparatus with high specialization.

According to Deputy Minister of Home Affairs Nguyen Duy Thang, the internal organizational structure gives full authority to localities to decide based on criteria prescribed by the Central Government.

“The criteria is that the internal organization department must be multi-disciplinary and multi-field. The minimum staffing must be 7 people. According to the Party's conclusions and Central Resolutions, the spirit from now until 2030 is to reduce staffing and reduce regularly. Thus, there will be no increase in staffing when establishing the organization.”

Regarding the number of Deputy Chiefs of the General Office, delegates said that it is necessary to ensure consistency with the regulations on the number of deputies of specialized agencies under the provincial People's Committee, accordingly, there should be only 3 deputy officials. Hanoi and Ho Chi Minh City alone have no more than 4 deputies. At the same time, it is recommended to pilot the implementation for about 1 year, ensuring the completion of the merger of the Office of the National Assembly Delegation, the Office of the People's Council and the Office of the Provincial People's Committee into a common advisory and support office before 2020./.
