(Baonghean.vn) - That is the issue emphasized by comrade Truong Hoa Binh - Politburo member, Permanent Deputy Prime Minister of the Government at the National Online Conference on improving the quality of administrative procedure settlement (AP) held on the morning of September 11.

Implementing the viewpoint and policy of shifting from a managing Government to a serving Government, focusing on people and businesses, in recent times, central ministries, branches, localities, agencies and units have focused on many solutions to improve the quality of administrative procedure settlement such as: clearly defining procedures, promoting the application of IT;...

The implementation of the one-stop shop and inter-connected one-stop shop mechanisms has been specified by the Government and the Prime Minister into regulations and is increasingly being improved, contributing to improving the quality of handling administrative procedures.

At the conference, a number of ministries, sectors and localities presented some experiences; at the same time, they recommended that the Government and ministries and sectors continue to research and propose solutions to optimize reform in handling administrative procedures, ensuring friendly and professional service for people and businesses.

According to many opinions, ministries and branches need to continue reviewing and researching to reduce and simplify administrative procedures and clearly define the time to handle administrative procedures; from there, localities have a basis to continue to reduce; at the same time, it is also necessary to consider decentralizing and delegating more power to localities, promoting tasks during the operation process.

Opinions also said that it is necessary to promote the application of IT to reduce time and travel of people and businesses; contribute to preventing harassment and negativity of officials and civil servants in performing public duties; accelerate the implementation of e-government and smart cities, associated with the promulgation of a legal framework to better implement this policy...

Concluding the conference, in addition to appreciating the determination in resolving administrative procedures in State agencies at all levels, Permanent Deputy Prime Minister Truong Hoa Binh also frankly pointed out that in some areas there are still harassment and unofficial costs; administrative procedures, although reformed, still have many "doors" and "locks"; cutting many procedures has not achieved the desired results...

To continue improving the quality of administrative procedure settlement, the Deputy Prime Minister requested central ministries, branches and localities to urgently issue a plan to implement Decree No. 61/2018/ND-CP on implementing the one-stop and one-stop mechanism in handling administrative procedures and Decision No. 985/QD-TTg on the Plan to implement Decree No. 61/2018/ND of the Government according to assigned tasks.

All levels need to focus on perfecting the staff and civil servants at the one-stop shop, ensuring their qualifications and expertise, moving towards the "4 on-site" motto, from guidance, reception, appraisal and settlement, and return of results; associated with arranging facilities, ensuring convenience for people and businesses to carry out administrative procedures.

Ministries, branches and localities also need to continue to review, streamline and publicize administrative procedures under their authority as well as overcome shortcomings and lack of transparency in administrative procedures, in conjunction with promptly handling feedback from people and businesses; frankly and publicly apologize for the delay in handling administrative procedures and strictly handle officials and civil servants who violate the handling of administrative procedures.

The Deputy Prime Minister also emphasized the need to promote the application of IT, deploy e-government, associated with propaganda and guidance for people and businesses to resolve administrative procedures; at the same time, establish and put into operation the National Public Service Portal, online public service portals at ministerial and provincial levels, ensuring consistency, synchronization and convenience for people and businesses...
