Banks can apply technology and electronics such as Internet Banking, Mobile Banking, etc. to help customers register to convert their subscriptions from 11 digits to 10 digits.

Regarding the conversion of 11-digit mobile phone numbers to 10-digit numbers from September 15 according to the decision of the Ministry of Information and Communications, the State Bank has just issued specific instructions.

Accordingly, the State Bank said it has considered the impact of converting mobile subscriber numbers of mobile telecommunications enterprises, measures to support the conversion in the banking industry and directed banks to implement it.

Banks can apply electronic technology such as internet banking and SMS banking for customers to register to change their 11-digit phone number to 10-digit.

Specifically, the regulator requires banks to develop a conversion plan in line with the conversion roadmap of the Ministry of Information and Communications and mobile telecommunications enterprises. In particular, banks proactively develop appropriate conversion plans, taking into account technological and electronic solutions such as tools for customers to register to change phone number information via website, Internet-Banking, Mobile-Banking, SMS-Banking... to ensure convenience for customers.

The State Bank also requires banks to ensure safety and continuity of service activities during the implementation process.

According to information from banks with a large number of subscribers to convert, they have now built ready solutions, tools, and utilities to serve the conversion and updating of customers' mobile subscriber numbers.

For example, at VietinBank, Deputy General Director and Director of Information Technology Center Tran Cong Quynh Lan said that to ensure convenience for customers in using banking services, this bank provides many forms to help customers authenticate new phone numbers.

Firstly, customers can access the bank's website via mobile device or computer, update their new phone number without having to log in to their e-banking account.

The second way is that VietinBank will send a message to the customer in the conversion list to notify about the change of phone number and the customer will reply to confirm the change. In addition, customers can also proactively send a message to the bank to confirm the change of new phone number or register to change phone number at the counter...

Other banks such as Sacombank, ACB, and HDBank also said they are ready with solutions to receive changes in customers' 11-digit subscriber information to automatically convert to 10 digits.

According to estimates from the Ministry of Information and Communications, there are currently about 60 million 11-digit subscribers and 700 VSAT subscribers affected by the network code change plan. Meanwhile, according to estimates fromVnExpress, at least tens of millions of customers who are 11-digit subscribers and have registered their information with the bank will be affected by this change.

The plan to convert 11-digit subscriber numbers to 10-digit numbers will start from 0:00 on September 15, 2018 in three phases and will be completed after June 30, 2019 (recently, some network operators have tested the conversion of some subscribers). Accordingly, Viettel's 11-digit subscribers will be converted from 016x to 03x; Vinaphone will be converted from 012x to 08x and MobiFone will be converted from 012x to 07x.
