Reporting to the Provincial Party Committee on the socio-economic situation in the first 9 months of the year, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien said that despite difficult conditions, all levels and sectors have focused on implementing drastic directions, combined with solving arising difficulties, so the province's socio-economic situation continues to develop.
The operations of enterprises have gradually stabilized and developed, contributing to the budget revenue. The province has also focused on directing the acceleration of the implementation and disbursement of public investment capital; along with taking care of handling slow-progressing projects.
In addition, according to Vice Chairman of the Provincial People's Committee Huynh Thanh Dien, the effectiveness of investment promotion is not high, many projects are implemented slowly after signing investment agreements. Specifically, the number of implemented projects only reached 70.8%, down 29.2% over the same period and the total investment capital reached 59.92%, down 40.08% over the same period. Administrative reform has not met the requirements.

The Vice Chairman of the Provincial People's Committee emphasized the policy of the Provincial People's Committee, that in parallel with promoting and attracting investment, solving problems for projects, removing difficulties, supporting and developing enterprises, the province will continue to step up inspection and recovery of unimplemented and slow-progressing projects.
Discussing at the meeting, some comrades in the Provincial Party Executive Committee reflected on a number of issues that need to be prioritized for leadership and direction to overcome. Affirming that inspection and audit work is necessary, however, according to Thai Khac Thu, Secretary of the Provincial Business Bloc Party Committee, this activity is still causing trouble for businesses, with some businesses having 5 inspection teams within 2 months, or some businesses having 7 inspection teams within 6 months.

Concerned about the issue of schools in mountainous areas and ethnic minorities, Director of the Department of Education and Training Nguyen Thi Kim Chi said that currently, the whole province still has 1,774 separate schools and classes located in remote areas, where children's schooling conditions are very difficult and dangerous. Therefore, it is recommended that members of the Provincial Party Committee in mountainous districts pay attention to directing the review, combined with the deployment of resources and solutions to eliminate separate schools; at the same time, restore the school system damaged by the recent floods.
Along with that, it is hoped that the Party Executive Committee members of the province who are leaders of districts, cities and towns will pay attention to directing the government to approve the revenue and expenditure estimates at the beginning of the year for schools closely, and strengthen inspection and supervision of revenue and expenditure, because in reality, violations in revenue and expenditure in the past have mainly occurred in preschools and primary schools.

Concluding on this content, besides affirming many positive changes in socio-economics in the first 9 months of 2018, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation also said that compared to requirements and expectations, it has not been achieved. The most worrying thing is that budget revenue and tax arrears have not been resolved; some key industrial products have decreased; investment attraction efficiency is not high.
The Provincial Party Secretary also said that although administrative reform has had many changes, especially in publicizing administrative procedures and serving the people; however, there are still many shortcomings in handling procedures for businesses; site clearance work still faces many difficulties...
Emphasizing a number of issues that need to be focused on, the Provincial Party Secretary requested that sectors and localities continue to pay attention to leading and directing production development, focusing on improving the value of key agricultural products and brands of the province, such as tea, oranges, peanuts, high-quality rice, etc.; along with that, research to promote tourism economic development; and remove difficulties for businesses, especially in product consumption.

Regarding the task of budget collection, the Provincial Party Secretary requested sectors and localities to strengthen solutions and measures for tax collection; when this issue is well resolved, it will contribute to promoting economic growth.
The head of the Provincial Party Committee also emphasized the need for Party committees and heads of Party committees at all levels to increase dialogue and contact with people and businesses in addition to dialogue and reception activities of authorities at all levels; thereby strengthening supervision and promptly directing government activities as well as issues related to people's reflections, recommendations, concerns and complaints and denunciations of citizens; proactively grasp the situation and promptly resolve arising issues right at the grassroots level.
