1. No maximum limit for specific expenses for compiling university textbooks
On August 17, 2018, the Ministry of Finance issued Circular 76/2018/TT-BTC guiding the content and expenditure levels for developing training programs and compiling course textbooks for higher education and vocational education.
Accordingly, Circular 76 does not stipulate maximum expenditure levels for specific expenses to compile university and vocational education textbooks as currently prescribed.
Based on the unit's funding source, the unit head decides on the development of training programs and compilation of course syllabuses (including new construction, revision, and supplementation) to ensure suitability. Circular 76/2018/TT-BTC takes effect from October 3, 2018, replacing Circular 123/2009/TT-BTC dated June 17, 2009.
2. Professional standards for secondary school teachers
This is the highlight of Circular 20/2018/TT-BGDDT promulgating regulations on professional standards for teachers of general education institutions.

Accordingly, 05 professional standards for secondary school teachers include: Teacher qualities; professional development; building an educational environment; developing relationships between school, family and society; using foreign languages or ethnic languages, applying information technology, exploiting and using technological equipment in teaching and education.
Circular 20/2018/TT-BGDDT takes effect from October 10, 2018, replacing Circular 30/2009/TT-BGDDT dated October 22, 2009 and Decision 14/2007/QD-BGDDT dated May 4, 2007.
3. Remove age limit for directors of foreign language and information technology centers
One of the notable contents of Circular 21/2018/TT-BGDDT on the Regulations on organization and operation of foreign language and information technology centers issued by the Ministry of Education and Training is to remove the regulation that the director of a foreign language and information technology center must not be over 65 years old.
In addition, the director of a foreign language and information technology center still needs to meet standards such as:
Have good relatives; Have management capacity; Graduated from a foreign language university or graduated from a university and have a foreign language certificate of at least level 3 for the director of a foreign language center.
Graduated from university of information technology or graduated from university and have a certificate of basic information technology application for director of information technology center; Have experience working in the field of education, training...
The director of a foreign language and information technology center is the person who directly manages and operates the organization and apparatus and is responsible before the law and before the superior management agency for all activities of the center.
This Circular takes effect from October 10, 2018.
4. Professors must have at least 3 scientific articles in international journals.
From October 15, 2018, Decision 37/2018/QD-TTg of the Prime Minister will officially take effect.
Accordingly, the standards for the titles of professor and associate professor are also regulated in a more strict and rigorous manner.
Specifically, to be recognized as a professor, candidates must meet a number of criteria such as:
- Appointed to the title of associate professor for 3 years or more;
- Be the main author and have published at least 03 scientific articles in prestigious international scientific journals; From 2020, candidates for the title of professor must have at least 05 scientific articles;
- Preside over the compilation of university textbooks suitable for the majors considered for recognition of the title of professor;
- Preside over the implementation of at least 02 ministerial-level science and technology tasks or 01 national-level science and technology task with results accepted as satisfactory or higher;
- Mainly supervise at least 02 doctoral students according to regulations...
5. Criteria for recognizing primary schools as meeting national standards
The Ministry of Education and Training has issued Circular 17/2018/TT-BGDDT on educational quality assessment and national standard recognition for primary schools.
Accordingly, a primary school meets national standards when it meets a number of conditions such as:
- Have a suggestion box, hotline and other forms to receive and process feedback;
- There is no discrimination, violence or violation of the law on gender equality;
- 100% of teachers meet training standards and at least 95% of teachers meet professional standards at or above;
- Each class has a separate classroom, standard student desks and chairs and enough seats for students;
- The rate of students completing the classroom program is at least 70%; the rate of 11-year-old students completing the primary school program is at least 65%...
This Circular takes effect from October 10, 2018.
