According to Head of the Central Organizing Committee Pham Minh Chinh, there are comrades who have been given power and abused their power.

On the morning of October 10, the Central Organizing Committee held a conference to contribute comments on the Politburo's draft Regulation on controlling power and preventing the abuse of power and position in personnel work.

In his opening speech, Politburo member and Head of the Central Organizing Committee Pham Minh Chinh said that this is a very difficult content because it has never been done in a systematic, professional manner and with clear regulations.

“The difficulty lies in the fact that this is a new problem, causing frustration in society, a problem that needs to be addressed but has not been done yet,” Mr. Chinh said.

According to the Head of the Central Organization Committee, through the work of monitoring and inspecting issues related to personnel work, violations have been found in the use of power that is not systematic and not in accordance with regulations.

“In other words, there are comrades who have been given power and have abused their power, and we do not have a control mechanism. They have misused their power and authority, and there has been exploitation. From misuse of power, it is easy to get involved in seeking positions and power, and these two issues are related,” the Head of the Central Organization Committee emphasized.

Therefore, the Central Organizing Committee proposed to specify one of the contents of the National Party Congress. The practical situation requires the establishment of a mechanism to control power and prevent the abuse of power and positions.

"The Organizing Committee is asking for opinions to submit to competent authorities to soon issue the Regulation in 2018, contributing to controlling power, preventing the abuse of power and positions, a burning issue in society and within the Party," said Mr. Pham Minh Chinh.

The greater the authority, the greater the responsibility

Deputy Head of the Central Organization Committee Tran Van Tuy informed that in 35 years of innovation, 20 years of implementing the cadre strategy and half a term of implementing Resolution 12 of the Party, cadre work has achieved many important achievements but there are still many weaknesses, difficulties and challenges.

“The situation of abuse of power, abuse of power, manipulation in personnel work, use of assigned power to achieve personal goals, condoning, covering up, and assisting corruption and negativity in personnel work are slow to be prevented and pushed back. The practice of seeking positions and power and assisting in seeking positions and power is still complicated and occurs sophisticatedly in many places and at many levels,” Mr. Tuy stated.

Resolution 4 of the 12th Party Central Committee emphasized the need to build a mechanism to strictly control power through Party regulations and State laws, ensuring democracy, publicity, transparency, promoting accountability and strengthening inspection and supervision.

Resolution 7 of the Central Committee (12th tenure) sets out the task of strictly controlling power in personnel work and combating the abuse of power and positions.

“All power must be strictly controlled, authority must be bound with responsibility, with authority comes responsibility, the higher the authority, the greater the responsibility,” Mr. Tuy affirmed.

Mr. Tuy informed that the draft consists of 4 chapters and 16 articles, including 8 mechanisms to control power in personnel work, identifying 19 acts of running for positions and power (5 acts of the runner and 14 acts of the person being run for, both collective and individual acts).

Commenting on the draft, many opinions emphasized the necessity of this regulation. This is also a very urgent issue that the people and society are concerned about to contribute to the fight against, prevent and repel the abuse of power, abuse of power and manipulation in personnel work.

Concluding the conference, Head of the Central Organizing Committee Pham Minh Chinh noted that controlling power and fighting against the abuse of power and positions is an issue of concern in the Party, among the people and society. Appropriate and effective solutions are needed to contribute to building a clean and strong Party and also to concretize the Resolution of the Central Committee.

"We have never done it before so there are difficulties and sensitive issues, but through the opinions we see great enthusiasm and quality. We will absorb as much of the opinions as possible to perfect this regulation to be close to the actual situation so that it is easy to understand, easy to implement, easy to monitor and inspect," said Mr. Chinh.
