(Baonghean) - On the eve of the Provincial Farmers' Association Congress for the 2018-2023 term, Nghe An Newspaper had an interview with Mr. Nguyen Huu Nhi - Member of the Provincial Party Committee, Chairman of the Provincial Farmers' Association about the results of the past term, directions, goals, tasks and solutions for the association's work and the farmers' movement in the coming term.

Attending the congress was Mr. Leu Vu Dieu - Permanent Vice President of Vietnam Farmers' Union.

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Xuan Duong - former Deputy Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Committee.

Also attending were comrades in the Provincial Party Standing Committee, People's Council, People's Committee, departments, branches, unions and 243 delegates representing more than 520,000 members of the Provincial Farmers' Association.

During the past term, the Provincial Farmers' Association has led and directed all levels of the association and its members to promote movements such as "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably", "Farmers compete in building new rural areas", "Farmers participate in ensuring national defense and security"...

Through that, many effective economic models have been built and developed, creating regular jobs for hundreds of rural workers; the awareness of agriculture and rural areas of farmer members has changed positively. Farmer members have performed well as the main subject in building new rural areas.

Up to now, farmers in the province have contributed nearly 7.8 billion VND, nearly 4.7 million working days; built and upgraded more than 8.7 thousand km of rural roads. Currently, the whole province has 182/431 communes, 3 district-level units meeting new rural standards.

In order to improve the economic life of its members, the Provincial Farmers' Association has expanded and improved the quality of service activities, vocational training consultancy, supported farmers in developing production; participated in mobilizing and guiding farmers in developing collective economic forms in agriculture and rural areas.

During its term, the Association signed a joint agreement with the Bank for Agriculture and Rural Development, received capital from the Provincial Social Policy Bank and established a Farmers Support Fund, acting as a bridge to help farmers access capital with appropriate interest rates to invest in production and business.

The fund's outstanding balance to date has reached over VND49 billion, an increase of VND28.6 billion compared to the beginning of the term. The above capital has been directly invested in building and replicating 274 models with over 5,000 members borrowing.

During the past term, the Provincial Farmers' Association has:

- Admitted 14,971 members, bringing the total number of members to 521,918.

- Every year, help to eliminate poverty for 467 households.

- Replicated over 2,000 effective economic models.

- Opened 1,215 short-term vocational training classes for 40,179 rural workers.

From 2013 to present, the Association and the Nghe An Farmers' Movement have been awarded 1 excellent emulation flag and 13 Certificates of Merit by the Prime Minister; the Central Executive Committee of the Association has awarded 1 excellent emulation flag, 171 Certificates of Merit, 1,901 "For the Farmer Class" commemorative medals; the Provincial Party Committee has awarded 12 Certificates of Merit; the Chairman of the Provincial People's Committee has awarded 2 emulation flags, 282 Certificates of Merit.

However, along with the achieved results, the activities of the association at all levels still have some limitations. Accordingly, the work of propaganda, political and ideological education for members and farmers in some places is still limited; the qualifications and capacity of the staff in some places do not meet the requirements and tasks; in some places, the activities of branches and groups of the association are not regular, the content of the activities is not rich and not attractive; the rate of members participating in activities is still low, the management of members is still loose...

Acknowledging the achievements of Nghe An Farmers' Association in the past term, Mr. Leu Vu Dieu - Permanent Vice President of Vietnam Farmers' Association presented some orientations for the Association's activities in the coming time.

Accordingly, the Association needs to continue to innovate the content and form of propaganda, political and ideological education, and mobilize cadres, members, and farmers to implement the Party's guidelines and policies, and the State's policies and laws, especially in the fields of agriculture and rural areas. In addition, it is necessary to organize the apparatus in a streamlined and efficient manner; regularly pay attention to the planning, training, and development of cadres, especially key cadres at all levels of the Association.

Farmers' Associations at all levels need to focus on directing and improving the quality of the movement of farmers competing in production and good business, uniting to help each other get rich and sustainably reduce poverty, farmers starting businesses, farmers applying technology... At the same time, the Association also needs to promote the movement of building cultural families, participating in building cultural villages and communes, implementing civilized lifestyles...

Speaking at the congress, Provincial Party Secretary Nguyen Dac Vinh affirmed that in the past term, the Provincial Farmers' Association has closely followed the Resolution, effectively organized and implemented the proposed political tasks, mobilized members to actively respond to the implementation of the Party and State's policies, and respected the law. Propaganda and mass mobilization work continued to be innovated in a more diverse, attractive and effective direction.

The work of grasping the ideology and public opinion of farmers and rural areas has received due and timely attention; limiting the ideology of waiting, relying, conservatism, and stagnation among farmers; building the ideology of attack, self-reliance, self-reliance, overcoming difficulties, eliminating hunger and reducing poverty, striving to get rich, and changing economic thinking.

At the Congress, Provincial Party Secretary Nguyen Dac Vinh requested that Farmers' Associations at all levels continue to do a good job of propaganda and mobilization so that members can maintain solidarity and demonstrate patriotism through concrete actions. In addition, it is necessary to promote the strength of farmers, build a worker-farmer-intellectual alliance, build a great solidarity bloc between ethnic groups, religions, and solidarity between religions.

The Association needs to effectively implement the movement of farmers competing in good production and business, uniting to help each other get rich, and sustainably reduce poverty: continue to build and replicate economic models; increase support for farmers in terms of seeds, production processes, materials, science and technology, capital, product consumption, etc.

Along with that, the Provincial Party Secretary requested that all levels of the association continue to build a strong association in all aspects; coordinate with authorities at all levels, increase contact, dialogue, and resolve pressing issues among the people. He also requested that Party committees and authorities at all levels pay attention to and coordinate to support the growing farmers' movements.

At the Congress, the Standing Vice President of the Vietnam Farmers' Union awarded the emulation flag "Excellent Unit for the 2013 - 2018 term" to the Nghe An Farmers' Union; awarded Certificates of Merit to individuals and collectives with outstanding achievements in the association's work during the past term.

On this occasion, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, Provincial Party Secretary Nguyen Dac Vinh presented the peasant class and the Provincial Farmers' Association with a banner bearing the words: "Nghe An Provincial Farmers' Association: Solidarity, creativity, proactive integration, building a strong association".
