According to VEC, after 5 years of applying sanctions for violations on highways, although the number of violating vehicles has decreased, new violations have appeared and some vehicles continue to re-offend many times. To ensure increased security, order and traffic safety on highways, VEC has refused to serve violating vehicles.
Specifically, for the act of stopping, parking, or picking up or dropping off passengers on the highway, if violated, service will be denied from 3 to 60 days, depending on the number of violations.
For acts of stopping or parking at restaurants, eateries, and service points illegally opened on both sides of the highway corridor; dumping waste, littering; overloading, transferring loads on the highway; intentionally stopping or parking at the weighing lane, toll booth causing traffic obstruction; and fare fraud, service will be denied from 7 to 30 days, and service may be permanently denied if the offense is repeated for the 4th time.
In addition to the above refusal period, the vehicle owner must pay the full toll for using the expressway service.
For acts of disturbing public order; threatening or assaulting employees on duty on the highway; intentionally damaging highway property; driving in the wrong direction on the highway; using fake license plates, changing vehicle identification will be denied service from 30-60 days or permanently denied service if the offense is repeated for the 4th time.
In cases of serious violations, VEC will apply a permanent refusal of service from the first violation and transfer the case to the competent authority to request investigation and handling of the violation.
The resumption of service of vehicles that have violated the law will only be carried out when the vehicle owners provide the Vietnam Expressway Operation Monitoring Center (VEC M) with a commitment not to repeat the violation.
