The draft Law on Architecture has 5 chapters and 37 articles, detailing the management of architecture, architectural practice and state management responsibilities for architecture.

Speaking, Mr. Nguyen Xuan Dung - Nghe An Institute of Architectural Planning proposed: The Draft Law should consider reducing the time for granting an architect practice certificate from "10 years or more" to 5 years to suit reality.

Mr. Dung reflected on the reality of many copied and pirated designs, suggesting that the Law should have specific regulations to protect the copyright of architects' works. The draft law should have regulations on the responsibilities of investors who own architectural copyrights.

Mr. Ngo Van Yem - Vice President of Nghe An Architects Association proposed that there should be an Architectural Council to manage the province's planning and architecture. According to Mr. Yem, this council already existed before and had regulations, and it operated very effectively.

Regarding the protection of the designer's copyright, it is recommended that the Law should specifically stipulate what constitutes theft, what percentage of the work is stolen and how it will be handled. "It is necessary to consider and include provisions of the Law on copyright and prohibited acts" - Mr. Yem said.

In addition, delegates also said that the competition and selection of architectural design options proposed in investment policies, design tasks or pre-feasibility study reports are still general, so it is necessary to regulate the hierarchy according to the level of the project before organizing the competition (except for a few special projects).

The granting of first-class architectural practice certificates is by the Ministry of Construction, second-class and above should be assigned to the Departments of Construction. It is strictly forbidden to lose or misplace copyrights of important architectural works; State agencies need to publicize architectural management regulations and supervise their implementation, etc.

On behalf of the National Assembly Delegation, Deputy Head of the Provincial National Assembly Delegation Tran Van Mao highly appreciated the enthusiastic, responsible and intelligent opinions of the delegates. The opinions of the delegates will be received and compiled by the Provincial National Assembly Delegation to be submitted to the upcoming 6th session of the 14th National Assembly.
