Removing obstacles in promulgating legal documents

(Baonghean.vn) - This is one of the goals set at the working session between the Ministry of Justice delegation and the People's Committee of Nghe An province on the morning of October 19.

The working delegation of the Ministry of Justice was led by Mr. Vo Van Tuyen - Deputy Director of the Department of General Issues on Lawmaking.

Receiving and working with the delegation, on behalf of Nghe An Provincial People's Committee, there were comrades: Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; Hoang Quoc Hao - Director of the Department of Justice and representatives of relevant departments, branches and sectors.

At the meeting, the two sides exchanged and discussed three main contents including: Results of monitoring the implementation of the Law on Promulgation of Legal Documents in 2015 in the province; results of organizing and implementing Plan 1141-KH/BCSĐCP dated November 11, 2016 of the Government Party Committee to implement Conclusion No. 01-KL/TW on continuing to implement Resolution No. 48-NQ/TW of the Politburo on the Strategy for building and perfecting the Vietnamese legal system until 2010, with a vision to 2020; results of implementing legal work in Nghe An province.

The issues mentioned include advantages and difficulties in organizing implementation, applying information technology in law-making, drafting and reviewing legal documents, funding sources, coordination mechanisms in the organization and operation of legal organizations, etc.

Talking with the working delegation of the Ministry of Justice, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien affirmed that the People's Committee of Nghe An province is very interested in directing the responsible departments and branches to coordinate and promptly advise on the issuance of documents according to the proposed plan to ensure consistency and synchronization with the current legal system and ensure feasibility.

In addition, comrade Huynh Thanh Dien also raised the difficulties and inadequacies arising from practice, typically the regulations on decentralization and delegation of power to local authorities in the fields of land, environmental resources, etc. Therefore, the Vice Chairman of the Provincial People's Committee recommended that the working group of the Department of Justice pay attention to creating a consistent mechanism in the law, without constraints or overlaps in many stages of an implementation process, creating the most favorable conditions for people and businesses.

Speaking at the working session, comrade Vo Van Tuyen - Head of the Ministry of Justice's working delegation highly appreciated the efforts of Nghe An province as well as the close attention of the Provincial People's Committee to judicial work, and at the same time gave frank comments on the achievements and shortcomings in the implementation of the law in the province to create unity between the Central and local levels.

Acknowledging the difficulties and shortcomings of localities in the implementation of the Law, comrade Vo Van Tuyen said that this is valuable information for legislative agencies to review, compare and have plans to revise and amend a number of legal documents in the coming time.
