New: 5 health insurance cases are entitled to 100% of medical examination and treatment costs

The Government has just issued Decree 146/2018/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance, effective from December 1.

Accordingly, there are five cases that are entitled to 100% of medical examination and treatment costs, including:

Support 100% of medical examination and treatment costs for the following subjects: people with revolutionary contributions; war veterans; people receiving monthly social security benefits; people from poor households, ethnic minorities in difficult and extremely difficult areas; relatives of people with revolutionary contributions; people aged 80 and over who are receiving monthly survivor benefits.

Support 100% of medical examination and treatment costs and do not apply limits on the payment rate of medicines, chemicals, medical supplies and technical services for revolutionaries before 1945, Vietnamese heroic mothers, war invalids, children under 6 years old...

100% support for medical examination and treatment costs at commune level.

100% support for medical examination and treatment costs in cases where the cost for one medical examination and treatment is lower than 15% of the basic salary (about 1.39 million VND/month).

100% support for medical examination and treatment costs when the patient participates in health insurance for five consecutive years or more and has the amount of co-payment for medical examination and treatment costs in the year greater than six months of basic salary, unless the patient goes to a higher level of medical examination and treatment.

For other cases, the health insurance benefit level is only 80% - 95%.

In addition, the state budget supports 100% of health insurance premiums for people in near-poor households living in poor districts;

Support at least 70% of health insurance premiums for people in near-poor households and multidimensionally poor households;

Support at least 30% of health insurance premiums for students; people in households working in agriculture, forestry, fishery and salt production with average living standards;

In case a person belongs to many subjects supported by the state budget, he/she will enjoy the level of health insurance contribution support according to the subject with the highest level of support.

The People's Committees of provinces and centrally run cities, based on the local budget capacity and other legal sources, may support health insurance premiums higher than the above minimum support level.
