According to the indictment, in 2005, Huy worked in the driving platoon of Battalion 1, under the Southwestern Mobile Police Regiment, then transferred to Tra An Ward Police, Binh Thuy District, Can Tho City.
On July 15, 2017, the Director of Can Tho City Police Department decided to discharge Huy with the rank of captain.
However, while working at the Southwest Mobile Police Regiment, Huy invested money in a drug trading business and suffered losses, so he had to borrow money from many people at high interest rates to pay off the debt and interest.
In early 2015, to have money to pay off debt, Huy "bragged" to his friends that the Southwest Mobile Police Regiment was establishing a clinic and needed to recruit people into the police force in order to appropriate money from those who wanted to apply to join the police force.
Huy "priced" the cost of entering the industry at 160 million VND/application, when submitting the application, he paid 70 million VND in advance, and when there was an official decision, he paid the rest.
After receiving the money, Huy did not keep his promise. Many victims urged him to hire someone to forge police recruitment decisions and give them to the victims' families. When the victims discovered that they had been scammed by Huy, they filed a report with the police.
The investigation agency clarified that, with the above trick, Huy directly received the documents and through a "broker" swindled over 1.7 billion VND from 6 victims to "run" into the police force.
At the trial, Huy admitted his crime, but stated that he only received 820 million VND, the remaining amount was added up by the broker to take advantage of the difference.
In the sentencing, the panel of judges stated that through reviewing the case file, as well as analyzing the roles and responsibilities of each person involved in the case, the panel of judges recommended that the investigation agency continue to clarify the roles of the brokers related to Huy's criminal acts to continue handling them according to regulations.
