Striving to open Vinh - Cua Lo route in the first quarter of 2019

The Vinh - Cua Lo road project has a total length of 10,832 km: Vinh city (3.4 km), Nghi Loc district (4.8 km), Cua Lo town (2.6 km); Km0+00 is the intersection with Truong Van Linh street, Nghi Phu commune (Vinh city). The end point is Km 10+832 intersection with Binh Minh street (Cua Lo town). The total investment of the project is 1,411 billion VND.

Of which, the capital source from Government bonds is 1,100 billion VND and the local budget source is 311 billion VND. Currently, the allocated capital source is 981 billion VND, disbursed 746.347 billion VND. Up to now, the project has cleared 8.35/8.45 km, single-layer asphalt concrete is 7.2 km/8.45 km; 34/35 culverts, 2/2 bridges have been built.
Currently, the Department of Transport is directing contractors to focus on implementing the sections with available land (8.45 km), coordinating with localities to clear the remaining sections for early handover, ensuring that the asphalt concrete pavement reaches one layer of the sections with land handed over before December 31, 2018.

Regarding site clearance, the project has cleared 8.45 km of the 9m strip, leaving 2.35 km. Of which, Vinh City with a length of 3.4 km has handed over 1.2 km; Nghi Loc with a length of 4.8 km has handed over 4.65 km, Cua Lo town has handed over 2.6/2.6 km. The compensation plan for 326/414 households has been approved, and 10/15 concentrated resettlement areas have been arranged.
The biggest problem now is mainly the section through Vinh city with a length of 3.4 km, but only 1.2 km has been handed over, leaving 2.2 km.

The reason is that the construction of resettlement areas has not been completed, so many households have not yet handed over their land; the work of confirming the origin of land in Nghi Phu and Nghi Duc communes is still slow; some households have not accepted the compensation price for agricultural land.
In Cua Lo town, there are still 3 households and in Nghi Loc district, 2 households have not agreed to receive compensation for land acquisition.
At the meeting, departments, branches, leaders of Vinh city, Cua Lo town and Nghi Loc district focused on pointing out difficulties and obstacles in site clearance work as well as providing solutions to overcome them in the coming time.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested the Department of Transport and localities where the project passes through to focus on site clearance to ensure that construction units are on schedule.
In addition, the Department of Transport needs to disburse capital on schedule, plant trees on both sides of roads and in cleared areas, and complete the lighting system.
Particularly for Vinh city, the Vice Chairman of the Provincial People's Committee requested to urge and assign specific tasks to each relevant department and office, including the plan for compulsory land acquisition. Regularly organize propaganda and mobilization to gain high consensus from households, creating conditions for handing over land within a 9m radius.
Speed up basic construction procedures and site clearance for resettlement areas, complete handover of agricultural land by November 2018; complete residential land, garden land, cemetery planning and public works by December 30, 2018; handover of Nghi Phu Primary School site in December 2018, complete school construction in June 2019.

For Nghi Loc district and Cua Lo town, complete compensation and site clearance for the remaining households before November 15.
Vice Chairman of the Provincial People's Committee Huynh Thanh Dien also assigned departments, branches and sectors after this meeting to promptly remove difficulties and obstacles for localities to achieve the goal of striving to open a section of the Vinh - Cua Lo traffic route project by the end of the first quarter of 2019.
Previously, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien and representatives of local departments and branches of Vinh City, Nghi Loc City and Cua Lo Town directly inspected the site and the remaining problems in the project construction process.
