The investor of this project is Mr. Nguyen Hai Van - Director of Hai Van Company Limited - a native of Dien Ngoc.

Before 2014, realizing that the salt production land was ineffective and abandoned by salt farmers along the Bung River, Mr. Van had the idea of ​​turning the salty sand area and some swampy areas into a convenient and highly functional residential area for the people. He decided to invest and establish the "Dien Ngoc Residential and Commercial Service Area" Project with the desire to contribute his small part to the renovation and upgrading of his hometown; turning the almost abandoned land into a livable place in the coastal area and so that "The people of his hometown can live and enjoy the services of a civilized and modern urban area...".

Initially, the project construction encountered many difficulties, but with great efforts and determination, Hai Van Company Limited soon completed the project phase I. With a total area of ​​31 hectares, a scale of 800 households, the investor has now completed more than 15 hectares, investing over 200 billion VND in construction, including main traffic routes connecting from National Highway 1 along the Bung River to the project, side roads, along with a system of trees, underground lighting; planning the market area to reduce traffic congestion due to people previously trading on the roadside. In particular, a 2-storey kindergarten worth 17 billion VND was built, a water park entertainment area worth 10 billion VND...

In 2018, the kindergarten was put into operation. The school has 12 classrooms and other functional rooms such as the principal's office, music and art room, computer room, medical room...) can serve 800 boarding children divided into 2 age groups: 12 months to 36 months old; from 3 - 4 years old. The school has a classroom system that meets the standards of the Ministry of Education and Training, warm in winter, cool in summer. Each classroom is more than 100 m2 wide and is equipped with a ceiling fan system, air conditioner, TV, study corner, play corner... the campus is planted with flowers and ornamental plants to create a cool space for the children.
Mr. Pham Xuan Sanh - Vice Chairman of Dien Chau District People's Committee said: Currently, the kindergarten system of many communes in Dien Chau district is degraded and lacks classrooms. Therefore, the inauguration and putting into use of the Kindergarten of the Dien Ngoc Housing and Commercial Services Project has practically contributed to relieving the pressure on some overloaded public schools in the area; at the same time, meeting the needs of entertainment and learning of children in Dien Ngoc commune and neighboring communes of Dien Bich, Dien Ky...

Phase 1 of the Project has initially created the most modern rural urban picture in Dien Chau. New residents enjoy a harmonious space close to nature. The space of the residential area is arranged along the Bung River to achieve maximum convenience in traffic and ventilation, catching the wind from the Bung River and the estuary. During the project construction process, Hai Van Company Limited has completed all procedures and tax obligations of the State according to regulations, paid land use fees, land rent, registration fees of over 100 billion VND, and compensated land of over 42 billion VND.
Dien Ngoc Residential and Commercial Service Area Project is a livable residential area, a land of "prosperity and bright road" creating an urban highlight for the coastal area of ​​Dien Chau.
