Nghi Loc: Enforced demolition of 117 constructions violating traffic safety corridors

Enforced demolition of 117 illegal constructions

Nghi Loc is an area with many traffic routes passing through, including 5 national highways; 5 provincial roads; 22 district roads and a 16 km long railway line connected with 19 cross-roads and residential roads.

According to the leader of the District People's Committee, Resolution No. 56/2016/NQ-HDND, dated December 16, 2016 of the Provincial People's Council stipulating a number of measures to clear violations of traffic safety corridors is an opportunity for Nghi Loc to focus on implementing many solutions to clear violations of traffic safety corridors in the area.

Accordingly, in parallel with propaganda, mobilization and commitment signing to households to voluntarily dismantle illegal constructions as well as not re-encroach on traffic safety corridors, the district also resolutely carries out enforcement against cases that do not voluntarily comply.

In nearly 2 years of Nghi Loc implementing Resolution 56/2016/NQ-HDND, there have been 4,282/4,952 cases of voluntary dismantling of illegal constructions on traffic routes. The district has also organized the forced dismantling of 177 cases, including many solid 2-storey houses violating traffic safety corridors.

Difficult to solve re-encroachment

According to Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee, the district currently has no effective solution to prevent re-encroachment and illegal use of traffic safety corridors after clearance. The reason is that during the time of clearance, there were forces that took drastic action and then there were no forces to maintain.

In addition, the biggest difficulty today is that on many routes, there are residential buildings, business kiosks, and canopies located within the traffic safety corridor, obstructing visibility and causing traffic safety risks, but cannot be cleared because this area belongs to organizations and individuals who have been granted land use right certificates by the State.

From this reality, Mr. Nguyen Duc Tho proposed that the Provincial People's Committee should study to have support sources for localities to conduct compensation to resolve the above cases.

Concluding the meeting, Deputy Head of the Provincial People's Council's Legal Committee, Thai Thi An Chung, said that in order for Resolution No. 56/2016/NQ-HDND to continue to be effectively implemented, the district should maintain the activities of the Steering Committees at the district and commune levels, clearly define the responsibilities of each member, and organize inspections, assess responsibilities, and urge organizations and individuals to implement.

The district also needs to innovate appropriate propaganda work, in which it is necessary to determine the scope of clearance to propagate to raise awareness, sense of responsibility, creating a real spread of action among the people. Along with that, there are measures to clear 493 cases, at the same time, there are solutions to prevent re-encroachment and maintain measures to protect traffic safety corridors.
