Responsibility, work efficiency - Measure of exemplary behavior
For the masses, setting an example is not something too lofty or grand, but rather concrete, practical actions in the daily life, activities, and work of each cadre and party member.
Only things that are "seen with the eyes, heard with the ears", "real people, real events" with concrete results can convince the masses, in line with the spirit of "Party members go first, the country follows".

Regulation No. 08-QDi/TW, which has just been issued, has clearly stated the specific content on the exemplary responsibility of Politburo members, Secretariat members, and Central Party Committee members, once again showing that the effectiveness achieved in performing assigned duties and tasks is the measure of the exemplary role of each cadre and Party member, regardless of their position.
Do the assigned duties and tasks correctly and well
Regulation No. 08-QDi/TW has just been issued, with 8/16 clauses (Nos. 3, 4, 5, 6 of Article 2 and 3, 5, 7, 8 of Article 3) specifically stating the exemplary responsibilities of Politburo members, Secretariat members and Party Central Committee members in performing assigned duties and tasks.
The specific contents stipulated in this document once again affirm the thoughts and viewpoints of President Ho Chi Minh in the work of Party building, training and educating cadres. He repeatedly mentioned the responsibility to set an example, the exemplary pioneering role of cadres and party members, expressed in the attitude of "most determined, most enthusiastic, most pure, wholeheartedly serving the Fatherland and the people...".
Also from 1927, in the book ""Revolutionary Road",He pointed out 23 standards that revolutionaries need to have, gathered in three relationships: Towards oneself; Towards others; Towards work. Particularly in the relationship with work, he advised that in order to complete the work assigned by the organization well, it is necessary to: "Consider the situation carefully; Decisive; Courageous; Obey the organization" and "Once you are in charge of something, you must be determined to do it thoroughly, without fear of difficulties or dangers".
Understanding and remaining faithful to his thoughts and viewpoints in Party building, over the past decades, our Party has always emphasized the need to promote the pioneering and exemplary role of cadres and party members, first of all in performing assigned duties and tasks. Regulation No. 08-QDi/TW is considered to have great political significance because compared to Regulation No. 101-QD/TW dated June 7, 2012, this new Regulation has been upgraded in both the level of promulgation - from the Secretariat to the Central Executive Committee and the subjects of implementation - from cadres and party members, especially key cadres at all levels to members of the Politburo, members of the Secretariat, and members of the Central Executive Committee of the Party.
That further affirms the will and determination to build a clean and strong Party; improve the leadership capacity and fighting strength of Party organizations and Party members, and strengthen the people's trust in the Party. The specific contents set out in this Document clearly indicate what needs to be done and what needs to be avoided, with the spirit of "building first, fighting later", very close to the principle of disease prevention and treatment "strong people, weak diseases" - healthy people will have diseases recede, treating diseases goes hand in hand with improving health, of ancient Vietnamese physicians.
From Regulation No. 101-QD/TW to Regulation No. 08-QDi/TW, the contents on exemplary responsibility of cadres and party members, first of all key cadres and senior cadres in performing assigned duties and tasks, are very concise, specific, and close to the country's reality. Each document stipulates exemplary content at different levels, suitable to the requirements and subjects of implementation, but all emphasize that first of all, it is necessary to raise the sense of responsibility, be dedicated to work, strive to complete assigned tasks well; be proactive, creative, dare to think, dare to do, dare to take responsibility; say what you do, do what you say.
In the current era of the fourth industrial revolution, cadres and party members must also be exemplary in studying, researching, leading, and directing the effective application of modern scientific and technological knowledge and initiatives in production, work, and administrative reform to better serve the people and promote socio-economic development.
Regulation No. 08-QDi/TW clearly states: “Be dedicated and devoted to work... Proactively implement the Central Government's pilot policy; encourage new and effective models and methods. Be dynamic, creative, dare to think and dare to do”.
Setting an example at work is also shown in working with principles and discipline, understanding and properly performing one's duties, responsibilities and powers; not abusing one's position and power when handling work.
Regulation No. 08-QDi/TW stated that: “Actively implement regulations on decentralization, delegation of authority and strict control of power… Uphold the principles of democracy, impartiality, objectivity, publicity and transparency in personnel work”.
General Secretary Nguyen Phu Trong also reminded many times when talking to cadres and party members that they must "play their roles and learn their lessons", each person must do the assigned duties and tasks correctly and well, then everything will move and improve.
Reality shows that doing the right thing, doing well the assigned duties and tasks, maintaining principles and discipline, is also to prevent degradation, degeneration, corruption, negativity, opportunism, pragmatism...
The results of the work of disciplining cadres over the past two years show that among the 56 cadres under the Central management who were subject to Party discipline, or even had to be dealt with by law, the main reason was for violating Party regulations, Charters, policies and laws of the State, not properly performing assigned duties and tasks, and not fulfilling their duties to the Party and the people.
Promoting collective strength for the common good
For cadres, especially leaders, managers, and high-ranking cadres of the Party, the measure of exemplary behavior is not only in completing one's work well, but also in the ability to unite, gather, motivate, and promote collective intelligence, improving the effectiveness and efficiency of leadership, management, and public service performance.
This is also an accurate measure to evaluate the qualities, capacities, and prestige of cadres and party members, including high-ranking cadres. The effectiveness and efficiency of leadership, management, and public service implementation of each individual or group is the result of many years of training and dedication, including the capacity, ability to judge, handle, and manage common work, gather the wisdom and efforts of the community; or the courage to resist temptations arising from the negative side of the market mechanism, stand firm in the face of all challenges, seize opportunities, and proactively respond to the requirements of the cause of innovation, integration, and national development.
Regulation No. 08-QDi/TW clearly states what needs to be done such as: "... truly being the nucleus of solidarity, gathering, creating motivation and promoting collective intelligence... researching, innovating, promoting the potential and strengths of the locality, industry and field under one's responsibility".
To do so, cadres must have a scientific, democratic, practical working and leadership style; be impartial and objective; attract and use virtuous and talented people. Regulation 08-QDi/TW clearly states: "The higher the position of cadres and party members, the more exemplary they must be"; must not be "arbitrary, authoritarian, bureaucratic, distant from the people...; prejudiced against those who give opinions and criticism; intervene without proper authority, responsibility, or against regulations..."; must not "abuse position and power"...
Uncle Ho advised cadres that above all, the spirit of "Putting public affairs first" - putting public affairs above and before private affairs and family affairs. Whatever is beneficial to the people and the country, we must do our best to do it, whatever is harmful to the people and the country, we must avoid at all costs.
Reality shows that "weak-virtuous, incompetent" cadres often show signs of rivalry, jealousy, and do not want others to be better than them; "take advantage of the collective to avoid responsibility, or take advantage of the collective's name to achieve personal goals". There is no shortage of cases of not being exemplary in work, avoiding responsibility, lacking responsibility, being mediocre, working carelessly, roughly, and ineffectively; in work, they are often imposing, conservative, only doing what they want, not listening to or accepting reasonable opinions of others. There are many people who are ambitious for power, but are picky about easy jobs, choose places with many benefits, avoid difficult jobs, are not willing to accept tasks in far away, difficult places, only see what is in front of them, focus on solving problems that benefit themselves...

Improving staff capacity in the new period
"There must be politics before there is expertise; politics is morality, expertise is talent" along with training and cultivating morality, President Ho Chi Minh required cadres to have capacity. Only cadres with morality and talent have enough capacity to undertake the work, no matter how difficult or arduous the work is, in how difficult the circumstances are, they can complete it.
According to Him, the capacity of cadres is demonstrated in their professional expertise, ability to correctly perceive rules, creativity in solving problems, mastering scientific knowledge and having a deep understanding of fields, especially the specialized field they are in charge of. Therefore, for cadres and party members, "there is only one kind of desire: Desire to learn, desire to work, desire to progress".

In the context of the rapidly changing and complex world situation, our country is also facing new requirements and tasks, with opportunities and challenges, advantages and difficulties intertwined. The cause of innovation, international integration and the requirement for sustainable development of the country are moving to a new stage, higher, more difficult and complicated than before. The requirements for Party building and building a contingent of cadres are becoming more important and urgent than ever. Resolution No. 26-NQ/TW of the 7th Central Committee, Session XII (Resolution No. 26-NQ/TW) has proposed 8 groups of tasks and solutions focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, prestige and the ability to work in an international environment.
Our Party especially emphasizes the group of solutions on continuing to innovate and improve the quality and effectiveness of personnel work; standardizing the contingent of cadres in terms of political theory, professional expertise, and working skills; focusing on training, fostering, arranging, and using cadres; perfecting mechanisms and policies on treating cadres, attracting and promoting virtuous and talented people; creating an environment and conditions to promote innovation and creativity, protecting cadres who dare to think, dare to do, dare to break through, dare to take responsibility, for the common good.
The Resolution also proposes many new and breakthrough solutions to more clearly define the roles and responsibilities of cadres and party members, especially leaders, managers, and senior cadres, in performing assigned duties and tasks. Specifically: Developing regulations on the authority and responsibilities of leaders, linking individual assessment with collective assessment and performance results of localities, agencies, and units; developing regulations so that accepting responsibility, resigning, and resigning become a cultural habit of cadres; perfecting regulations on dismissal, removal, and dismissal so that "up, down", "in, out" become normal in cadre work.
In order to concretize these ideological contents, the recent Regulation No. 08-QDi/TW has strongly proposed the following: "Proactively resign when you feel that you no longer have the qualifications, capacity, and prestige to perform your duties", further affirming our Party's determination in Party building, cadre building, promoting the responsibility of setting an example in work, which is widely agreed and appreciated by cadres, party members, and people. That is the meeting between the Party's will and the people's heart; the political commitment between the highest leadership of the Party and the people; the determination to build and rectify the team, so that our Party is truly clean, strong, worthy of the trust and expectations of the people./.
