Nghe An: Strictly handle the phenomenon of "brokers" causing disorder in land auctions
(Baonghean.vn) - The People's Committee of Nghe An province has just sent an official dispatch to the Department of Natural Resources and Environment, the Department of Justice, the Provincial Police and the Chairmen of the People's Committees of districts, towns and cities on strengthening the management of land use rights auctions in the area.
The document signed by Vice Chairman of the Provincial People's Committee Dinh Viet Hong stated that, in the past time, the land use rights auction activities in Nghe An province still revealed many shortcomings and limitations. Specifically, some localities are still confused in choosing an organization to auction assets; have not issued criteria suitable for the auctioned assets to choose an organization to auction assets; have not properly implemented the regulations on public announcement of the selection of an organization to auction assets.

“The supervisory role of the district-level People's Committee is not very effective; some auctioneers conduct auctions not seriously and not in accordance with regulations; some cases of listing and public announcement of asset auctions do not contain complete information; there is also a situation of revealing information of people registering to participate in asset auctions before organizing the auction,” the provincial leader's document stated.
In particular, in some places there is still the phenomenon of "auction brokers" running rampant, colluding, lowering prices or raising prices, distorting auction results, causing disruption to local security and order, loss of state budget resources, affecting the rights of auction participants...
Therefore, to strengthen state management, ensure publicity and transparency to improve the efficiency of land use rights auction activities, and overcome the above situations, the People's Committee of Nghe An province requires the Department of Justice to propagate and disseminate laws on property auctions; strengthen inspection, examination and supervision of land use rights auction activities.
The Provincial People's Committee requests the Department of Natural Resources and Environment to organize land use rights auctions when assigned by the Nghe An Provincial People's Committee for projects under the decision-making authority of the Provincial People's Committee. Take the lead in coordinating with relevant agencies to guide and resolve difficulties and problems in land use rights auctions for the People's Committees of districts, cities and towns according to the functions and tasks of their sectors.
The People's Committee of Nghe An province also assigned the Provincial Police to direct functional departments, district and commune-level police to strengthen the work of grasping the situation, ensuring security and order at land use rights auctions; promptly detect and strictly handle violations of the law in land use rights auction activities.
Meanwhile, the People's Committees of districts, cities and towns must also be responsible to the Provincial People's Committee for the results of land use rights auctions under their management authority; organize land use rights auctions, and manage construction investment of organizations and individuals after winning land use rights auctions according to the provisions of land law.
