Chairing a recent meeting of the Steering Committee for the development of a strategic-level cadre planning for the 2021-2026 term, General Secretary and President Nguyen Phu Trong stated that cadre planning, especially strategic-level cadre planning, is a very important task and this is a step in preparing personnel for the next term of the Party Congress.

According to delegate Le Thanh Van, Ca Mau delegation, since the Party rectification campaign has been vigorously implemented, the standards for Party leaders have become increasingly strict. With 27 signs of degradation and "self-evolution", it is required that cadres at all levels must not violate or cross the "boundary" set by the Party regarding the qualities and moral character of cadres and Party members. Many documents issued recently are aimed at perfecting the standards for cadres at all levels, especially at the strategic level; the higher the level, the more perfect the standards are.
“In the past, we focused on management methods and management activities, but today not only that content is required but also management capacity is required to adapt to change. The new generation of cadres must meet the requirements, not only to identify the laws of development of nature and society but also to adapt to changes in nature and society that occur daily, monthly, and yearly to update. The path does not change, but the solutions to achieve that goal can change to adapt,” Mr. Le Thanh Van emphasized.
At a meeting with the Steering Committee for the development of the Strategic Personnel Plan for the 2021-2026 term, General Secretary and President Nguyen Phu Trong affirmed that he would definitely not include in the Plan those who show signs of political and ideological degradation, disunity, internal turmoil, negative corruption, and political opportunism.

According to delegate Duong Trung Quoc, Dong Nai delegation, government committees at all levels must promptly identify, detect, assess, and screen closely from the beginning to prevent opportunists from entering leadership positions at all levels.
“Political opportunists are those who take advantage of conditions not for the common good. I completely share that view with the General Secretary and President. It is even more important when we choose generations of cadres who will play key roles in the next step, which will decide the future of the country. I think choosing people like that is very necessary,” affirmed delegate Duong Trung Quoc.
