Resolutions of the Provincial People's Council are suitable for practice
At the beginning of the meeting, the representative of the Provincial People's Committee Office reported on the implementation of the Resolutions of the Provincial People's Council. According to the report, from the first to the fourth session of the 17th Provincial People's Council, the Provincial People's Committee submitted to the Provincial People's Council 61 Resolutions. Of which, there are 13 Resolutions detailing articles, clauses, and points assigned in legal documents; 2 Resolutions stipulating policies and measures to ensure the implementation of the Constitution, laws, and legal documents; 30 Resolutions stipulating measures to develop the local socio-economy, budget, national defense, and security; 16 Resolutions stipulating measures of a specific nature suitable to the local socio-economic development conditions.
Up to now, the above Resolutions have been implemented promptly and effectively by all levels and sectors, ensuring compliance with regulations. The delegates attending the meeting highly agreed with the report and said that the Resolutions of the Provincial People's Council in the past have been issued and implemented well, ensuring compliance with regulations and in line with the practical situation.
The state of "intervention" in traffic violations
The report on ensuring traffic order and safety presented by the Department of Transport at the meeting said that in recent times, all levels and sectors have focused on directing and implementing synchronous and drastic solutions to ensure traffic order and safety, so traffic accidents have decreased in all three criteria compared to the same period last year. In the first 10 months of 2018, there were 223 accidents in the province, killing 149 people and injuring 166 people, compared to the same period in 2017, a decrease of 7 accidents (3%), a decrease of 16 deaths (9.6%), and a decrease of 4 injuries (2.3%).

Commenting on the report, delegates said that traffic accidents have decreased in recent times, but the situation of "intervention" when traffic violations still occurs, propaganda, inspection, and transportation management work still has many limitations; the situation of encroachment on traffic safety corridors is still complicated; the punishment of traffic safety violations is still in a state of "throwing stones at a pond of duckweed"... In addition, delegates said that in reports, the publication of traffic safety data needs to be accurate and consistent among functional agencies.

Linking traffic safety with the responsibility of the leader
To restore traffic safety order, delegates attending the meeting said that in the coming time, it is necessary to improve the quality of vehicle inspections, tighten driver's license training; prevent encroachment on traffic safety corridors, eliminate black spots on traffic safety; for students who violate traffic safety, it is necessary to send violation notices to both the school and family for coordinated education...

Concluding this issue, the Chairman of the Provincial People's Committee requested that in the coming time, all levels and sectors need to step up the dissemination and education of traffic safety laws to raise awareness among traffic participants; strengthen patrols and controls by functional forces, avoiding the situation of neglect after the peak period; driver training and testing, vehicle inspection must be strictly implemented, in accordance with regulations; the clearance of traffic safety corridors must be inspected more closely, associated with the responsibility of local leaders; in the process of investing in traffic infrastructure, there must be synchronization of traffic safety signal systems...
