(Baonghean.vn) - That was the opinion expressed by delegates at the regular meeting of the People's Committee of Nghe An province in November 2018. Many delegates said that administrative reform has had many changes, but people and businesses still complain.

People still complain

On the afternoon of November 13, continuing the thematic meeting of the Provincial People's Committee in November 2018, Mr. Dau Van Thanh - Director of the Department of Home Affairs presented a report on administrative reform in 2018 and tasks for 2019. According to the report, in 2018, the implementation of administrative procedures under the one-stop mechanism and the public disclosure of administrative procedures at units and localities had many changes, many units have put 100% of administrative procedures into implementation under the one-stop mechanism and made public posting.

Many agencies and units have actively implemented directives, developed plans, issued documents directing and urging the strengthening of discipline and administrative order; established inspection, examination and supervision teams on administrative reform.

However, Mr. Dau Van Thanh also said that in reality, the implementation of the one-stop mechanism in some agencies and units at all levels is still formal, not true to the substance; the handling and resolution of work for individuals and organizations in some areas of work at all three levels (province, district, commune) is still slow; compliance with administrative procedures in some agencies and units at all levels is still not strict, especially compliance with working hours and use of working hours; implementation of regulations on office culture of cadres, civil servants and public employees has not been ensured according to regulations. People also complained about the prolonged administrative procedures; some departments and localities have not managed and evaluated cadres closely...

Information technology application still faces difficulties

In addition, delegates also said that it is necessary to evaluate the effectiveness of the activities at the "one-stop" centers at the provincial level; public ethics is very important, the responsibility of civil servants is to serve and guide, but currently they are not doing that task well, it is necessary to rectify and assign responsibility to the leaders to control civil servants; inspection and examination are still overlapping, causing trouble for the grassroots and business organizations.

Concluding this issue, the Chairman of the Provincial People's Committee requested that departments and branches pay attention to administrative reform, especially the application of information technology, and assign responsibility to leaders in implementing administrative reform in units; effectively control administrative procedures; and improve the quality of work for people and businesses.
