5 cases where State administrative agencies are not allowed to hold meetings

(Baonghean.vn) - Decision No. 45/2018/QD-TTg signed by Prime Minister Nguyen Xuan Phuc promulgating regulations on meeting regime in management and operation activities of agencies under the State administrative system, effective from December 25, 2018, includes 6 chapters and 35 articles.

In which, the regulation stipulates 5 cases of not holding a meeting including:

Meetings to resolve routine work in the event of natural disasters or emergencies.

Meeting to resolve work that has been decentralized, delegated, or authorized to the head of a lower-level administrative agency to resolve.

Meetings to resolve work that is required by law to be resolved by other means than through meetings.

Meeting to listen to reports on the implementation of tasks of subordinates instead of direct inspection of subordinate agencies, units and establishments.

Meetings combined with sightseeing, exchanges, vacations or using the meeting form to organize entertainment for cadres, civil servants, public employees and workers.

The Decision also specifically stipulates the meeting time including:

Meetings, work resolution meetings, staff meetings, consultation meetings, and coordination meetings shall not exceed half of a working day.

Professional meetings last from one working session to one day, in case of large and complex projects, the time may be longer.

Meeting to review and summarize work not exceeding one day.

Thematic meetings should not exceed one day depending on the nature and content of the topic.

Training meeting, deployment from one to two days.

Government meetings, meetings of People's Committees at all levels, meetings to receive citizens, meetings of investigation, inspection, examination and auditing agencies with agencies and organizations in the State administrative system, press conferences, international meetings, seminars and scientific discussions are not within the scope of this Decision.
