Clarifying agencies and units that are not resolute in preventing corruption

Detected and handled 38 organizations and 101 individuals
The report on anti-corruption work in 2018 presented by the Provincial Inspectorate at the meeting showed that last year, all levels and sectors in the province continued to pay attention to thoroughly grasping and implementing the Party's Resolutions and the State's laws on anti-corruption work; associated with focusing on implementing many solutions to prevent this problem.
At the same time, the fight against corruption has also been strengthened by all levels and sectors through inspection, detection and handling of violations.
In 2018, the entire provincial Inspectorate conducted 271 administrative inspections at 550 units. Thereby, 329 units were found to have violated the law with a total fine of more than 73 billion VND; nearly 1,300 m2 of land were discovered and recommended for handling; 38 organizations and 101 individuals with violations were recommended for handling.
Regarding specialized inspection, the whole sector has conducted 1,080 inspections and checks on 6,511 organizations and individuals. Through inspections, 2,365 decisions on administrative sanctions were issued against 290 organizations and 2,075 individuals, with fines totaling more than VND 10 billion and the amount of money for handling violated assets totaling more than VND 5.2 billion.

Regarding the report on citizen reception, settlement of citizen complaints and denunciations, it shows that in 2018, the number of citizen receptions and the number of complaints, denunciations, recommendations, reflections, and land disputes received by State agencies at all levels all decreased compared to the same period in 2017.
During the inspection, some members of the Provincial People's Council's Legal Committee raised a number of issues such as: the number of crowded, complicated, and prolonged cases has decreased, but still exists; the work of receiving people is mainly assigned to deputies in many agencies and localities, so it is necessary to clarify the responsibility of the head in this work.
The rate of false complaints and denunciations is high, with complaints accounting for 62.4% and denunciations accounting for 61.4%; raising the issue of ineffective propaganda and dissemination of laws on complaints and denunciations.

The rate of detecting violations through inspection and corruption checks is high, but the rate of recommended administrative sanctions is low. Is it possible that the handling is too lenient?
Regarding anti-corruption work, some members are concerned that manifestations of “petty” corruption and internal corruption have not been controlled and prevented by heads of agencies. The role of people’s inspectors in state administrative agencies and public service units has not been promoted…

Concluding the inspection, Head of the Provincial People's Council's Legal Committee Phan Duc Dong frankly pointed out a number of shortcomings and limitations, and requested the Provincial Inspectorate to find solutions for the coming time. Regarding the work of handling petitions, Head of the Provincial People's Council's Legal Committee requested that all levels and sectors pay attention to the quality of handling, not just handling beyond their authority.

On the other hand, in resolving the issue, all levels and sectors need to focus on organizing dialogues with the people, being reasonable and understanding, in order to limit prolonged complaints, going beyond the level, and avoiding subjectivity. At the same time, it is necessary to pay attention to innovating and improving the effectiveness of propaganda and dissemination of laws, limiting false complaints and denunciations; strengthening the work of receiving people, focusing on selecting experienced officials to do the work of receiving people...
Head of the Legal Department Phan Duc Dong also requested the Provincial Inspectorate to pay attention to supplementing and focusing on solutions for managing and educating public ethics of cadres and civil servants; strengthen coordination with specialized agencies in anti-corruption work to improve the effectiveness of this work.
The provincial inspectorate needs to clarify which units and agencies have not been resolute in directing and organizing the implementation of anti-corruption work and which heads of agencies and units have not paid due attention to the work of receiving people and handling complaints and denunciations.
